58 -- CELLULAR (TRANSPORTABLE) BASE STATIONS POC Joe Rainey, 02-32, 703-602-1090. Synopsis No. 16 The Space and Naval Warfare Systems Command, PMW 172 is seeking potential sources to supply the US Navy with commercial off-the-shelf transportable cellular base stations which could be installed on ships to provide cellular communications between ships while at sea. A DRAFT Statement of Work (SOW) is ONLY available for review by calling SPAWAR Contracts BBS, (703)602-9494 and by downloading the file. --) FYI: The SPAWAR BBS operates at 14,400 BAUD with a setting of 8:N:1. The SOW will be in Word Perfect 5.2. The file will be compressed by a shareware program, PKZIP 2.04G. The prospective SOW file name is dl-001.sow and the prospective specification file name is dl-001sp.spc. It will be in the Draft files section of the BBS. To download the SOW and the specification, the prospective offeror will need at a minimum, PC or MAC with modem emulation software that supports VT100 or ANSI standing, a modem that operates between 300 bps and approximately 500K of free disk space. Comments/suggestions to these documents are invited and encouraged. Prospective offerors shall supply the name and address of their company, and a name and phone number of a Point of Contact. Prospective offerors who download the SOW should upload their comments to the DRAFT FILE LIBRARY on the BBS, along with a complete summary of their qualifications no later than 2 March 95. Note: -1- The Contracts BBS will be available 24 hours a day, seven days a week. However, as the demand may be heavy, it may be necessary to call repeatedly or on off hours. -2- Potential sources should consider the following desired general characteristics: A minimum of 6 cellular channels, minimum power output of 9W per channel (with amplifier if necessary), able to interface with standard PBX and PSTN, able to operate off standard shipboard power (27V +/-10%, 3A), able to operate in enclosed shipboard environment, overall system dimensions no greater than 8'H, 2'W, 4'L, no individual component greater in weight than 75 lb. The system should also give the operator the ability to select and change channel frequencies across the standard AMPS channels, control user accessibility, and perform built-in diagnostic testing. This effort will include the supply of operations and maintenance training on the equipment and repair of equipment through its life cycle. Any offeror who can provide an item or items which meet the above characteristics should at a minimum submit the following information: System description and performance specification which addresses the required capabilities, the unit cost and what is included, upgrade options available and at what cost, production rates that can be supported, length of time product has been on the market, quantities produced to date, prior or current customers with respective names and addresses thereof, and appropriate Point of Contacts (commercial, government or military) and their phone numbers, supporting commercial literature, warranty program information, copies of commercial manuals for operation and maintenance, availability of any corporate test or historical data related to the manufacture, performance and reliability of the item, and general feasibility of requiring operation in a different frequency band to avoid commercial interference when near shore. Interested parties must indicate whether they are Large Business, Small Business, Small Disadvantaged Business, or 8(a). A questionnaire on electronic contracting may also be present. This is not an RFP, a promise to issue an RFP, nor will the Government pay for information received in response to this synopsis. Acknowledgement of receipt will not be made nor will telephone inquiries be honored. No solicitation documents exist. If proprietary data is submitted in response to this synopsis it will be protected when so designated by the offeror. A procurement, if any, resulting from this synopsis will be separately synopsized by RFP in the CBD. Interested parties should upload their responses to this Sources Sought Synopsis by 1300 east coast time on 2 March 95.
