The Bureau of Reclamation (Reclamation) has a requirement for a long
term, multiple level piezometric monitoring and water sampling system
to be installed at the Butz Landfill in Pennsylvania for volatile
organic contamination. This equipment will be installed and used by the
Government to monitor groundwater flow through the geologic stratum and
to obtain groundwater samples from specific zones within the stratum
for water quality testing. Ten multiple level monitoring systems within
existing wells are to be installed. The Contractor shall estimate each
installation for a total depth of 150 feet and shall require 4 zones
for monitoring and sample collection. The system must possess discrete
zone sampling capability, water level monitoring capabilities at each
interval, and the ability to check each isolated interval's seal both
during the installation and each subsequent sampling event. All
equipment and materials required for Government installation is to be
provided by the Contractor. The Contractor, besides furnishing all
materials, shall have a representative to assist at the landfill site
during initial installation as part of a quality assurance process. The
Contractor is to bring to the site sample testing equipment for initial
test sampling, and train Government personnel in the proper
installation and monitoring of the equipment. The government requires
a multiple level monitoring system which allows sample testing and
monitoring of discrete zones in a well without well purging. It shall
be capable of checking each isolated zone and determine if the sample
interval is valid. A proposed contract award is anticipated on or about
May 1, 1995. Reclamation considers the equipment and associated
services as sole source from Westbay Instruments, Inc., #115 -949 West
Third St., North Vancouver, British Columbia, Canada V7P 3P7, and it
proposes to negotiate a contract with that firm on that basis. However,
should additional sources be identified, they will be considered. Any
sources who believe they can provide the required equipment and
services are invited to submit, in writing, an affirmative response to
this announcement within 45 days of publication of this synopsis.
Reference Requisition No. 5-8322-0081-00035. An affirmative response
would include literature, brochures and other such materials which
correspond to the required items stated herein. This information will
be evaluated and used to determine if competitive opportunities exist.
The notice may represent the Government's only official notice of this
procurement. All sources responding to this synopsis shall submit
information relating to their business size status, i.e. small, large,
minority owned, woman owned, etc. The standard identifier code (SIC)
for this acquisition is 3829 and the small business standard is 500
employees or less. All responsible sources may submit an offer which
