69 -- SIMULATED AREA WEAPONS EFFECT/MULTIPLE INTEGRATED LASER ENGAGEMENT SYSTEM II DUE 033195 POC Barbara Ladd, Contracting Officer, 407/380-4099 Training Device. The U.S. Army Simulation, Training and Instrumentation Command (STRICOM) has a requirement to provide hardware and technical support to the Joint Readiness Training Center (JRTC) at Fort Polk LA, the Dismounted Battlespace Battle Laboratory (DBBL) at FT Benning GA, and the 10th Mountain Division and 2d Brigade Task Force at FT Drum NY, in support of the upcoming Advanced Warfighting Experiment (AWE 96-02). This firm-fixed price effort is to be procured from the Simulated Area Weapons Effects/Multiple Integrated Laser Engagement System II (SAWE/MILES II) development contractor, Loral Systems Company, 300 North Halstead Street, Pasadena, CA 91109. Efforts shall include technical and administrative support necessary to design, install, field, test, and modify as required SAWE/MILES II hardware and software required to provide Tactical Engagement Simulation (TES) for AWE 96-02 at FT Drum NY and at FT Polk LA. Efforts shall also include the fabrication, testing, shipping, installation, and checkout of a quantity of 10 each SAWE/MILES-II repeaters together with spares and 5 each power amplifiers required to provide adequate instrumentation radio coverage at FT Drum NY and at FT Polk LA. Required period of performance is February 1995 through March 1996. Loral Systems Company is the only source for the SAWE/MILES II system, and therefore the only source capable of performing JRTC and AWE 96-02 instrumentation efforts. The Government does not have the descriptive documentation to convey the engineering performance characteristics or physical configuration of the SAWE/MILES II system. No technical data/drawings are available. Authority and Justification is Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. As the designer, developer, and manufacturer of the SAWE/MILES II system, Loral Systems Company is the only source which possesses the necessary data, current design and expertise to perform the JRTC and AWE 96-02 instrumentation efforts.
