procurement is contemplated with Motorola, Government and Systems
Technology Group, 8220 E. Roosevelt Street, P.O. Box 9040, Scottsdale,
AZ 85252-9040 (See numbered Note 22). Motorola is the only known
qualified source to perform this effort. The Munitions Division of the
Wright Laboratory Armament Directorate (WL/MNK) has a requirement for
the research and development of the Smart Hard Target Fuze Envelope
Expansion Program. The objective of this design, development, test and
analysis program will be to perform envelop expansion test and
analysis of the Advanced Development Hard Target Smart Fuze developed
under Air Force Contract F08635-87-C-0100. This effort will continue to
mature, demonstrate and reduce the risk of the accelerometer based fuze
technology being developed for current and future penetrating weapons.
The fuze development will allow hard target munitions to defeat
heavily hardened targets through burst point optimization. An envelop
expansion and demonstration test series will be conducted. The Hard
Target Smart Fuze hardware and algorithm will be tested against an
increased target set during flight tests, and cold (-65 degrees F) and
ambient sled tests. The flight tests will further validate the fuze's
weapon system compatibility. Two flight tests will potentially be
combined with the GBU-28 envelop expansion tests thus allowing the
Smart Fuze to be flight tested with the BLU-113 warhead. As an
alternate, these tests will be conducted in a BLU-109/B configuration
(i.e., GBU-24 A/B or GBU-27). As data is gathered, the fuze and
algorithm will be refined to insure proper operation during these
conditions. The increased BLU-113 data set coupled with the added fuze
performance data will allow algorithm refinement to insure proper
media (void) detection. The cold conditioned BLU-109 sled tests will
insure proper media (void) detection. The cold conditioned BLU-109 sled
tests will insure proper fuze operation under required environmental
extremes. At the completion of the testing, final documentation
required for the EMD effort will be prepared or updated to the current
design configuration. Twenty five (25) final version smart fuzes will
be fabricated and delivered to the Government for test and evaluation.
The expanded envelop effort will insure that the Hard Target Smart Fuze
hardware, software and documentation necessary for multiple void/layer
count and depth of burial modes of operation is ready for a low risk
transition to an accelerated EMD program. It is anticipated that the
period of performance will be for 12 months. Non-competitive
acquisition with Motorola is required because they have the unique
capability and expertise necessary to perform the above efforts.
Motorola has gained this unique expertise and experience in this area
as the sole contractor to work with the Air Force in accelerometer
based fuzing over the last 14 years resulting in an Air Force and
Motorola investment of nearly $40M. This has included Exploratory and
Advanced Development programs from the early 1980s until present,
concluding with the Hard Target Smart Fuze (HTSF) Advanced Development
Program. As part of the effort, Motorola facilitated and produced the
HTSF's on automated assembly equipment and provided fuzes and test
support for over forty total sled tests including sixteen with the
final HTSF baseline and three flight tests. These efforts were also
supported with a strong IR&D program at Motorola. As part of the
previous HTSF Program, producible fuze hardware, Level II Drawings, a
System Specification, Hazard Analysis Report, Software Development
Specification, Final Report and Interface Control Drawing were produced
and delivered to the Government. At this time, only Motorola has the
knowledge of the detailed aspects of the HTSF technologies and design
tools to produce the finalized tactical fuze design and hardware. Other
vendors would have to duplicate much of the original design/development
and test activity just to become familiar with the detailed aspects of
the technology. Other vendors would also require an Associate Contract
Agreement (ACA) with Motorola to insure their product would be based on
technology the Government paid Motorola to develop. Consequently, to
compete this action would result much higher costs, longer schedule,
much higher risk and potentially a much less reliable product. Firms

within 15 days from date of publication. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his concern during the proposal development phase of this acquisition.
