renovation of Buildings #1 and #2 at U.S. Geological Survey, 345
Middlefield Road, Menlo Park, CA. Project to consist of complete design
services for the preparation of contract drawings and specifications
for the repairs and improvements to existing Federally-owned Buildings
1 & 2 at the U.S. Geological Survey in Menlo Park, CA. Building #1 is
a structural steel and wood frame two-story building housing both
offices and laboratories for the Administrative, Geologic and Water
Resources Divisions of the U.S. Geological Survey. This building also
contains a food service area. The building was constructed as an office
facility of 43,804 gross square feet; however, it now contains
laboratoires on both floors which were phased-in over time. Major
systems such as life safety, mechanical, electrical and building
accessibility require modernization to meet basic GSA requirements. The
proposed modernization of this building includes, but is not limited
to, the following items: providing a central HVAC system and upgrade of
the electrical system; space realignment; roof replacement; upgrade of
fire, life safety, security and accessibility systems; upgrade of
flooring and replacement of windows; upgrade of food service area;
removal of underground fuel tank serving emergency generator and
abatement of lead paint which is affected during construction. Building
2 is a precast concrete, lift slab, two-story ''U'' shaped building
housing both offices and laboratories. This 43,804 gross square feet
building underwent an interior modernization in the early 1980's; as
such, the proposed modernization work for this building is
significantly less than that for Building 1. The proposed modernization
of this building includes, but is not limited to, the following items:
providing a central HVAC system and upgrade of the electrical system;
roof replacement; upgrade of fire, life safety, security and
accessibility systems and abatement of lead paint which is affected
during construction. The estimated construction cost for this project
will be $4 million to $9 million. The scope of the A/E services under
this proposed contract may include, but is not limited to, the
following: Predesign Services including special studies and surveys,
preparation of Working Drawings (bluelines and high density computer
diskettes in ''AUTOCAD, Release 12 or earlier version'' compatible
format operating in MSDOS environment), Specifications for construction
(GSA version of AIA MASTERSPEC/CSI), Estimating Services (UNIFORMAT
LEVEL III/CSI), Post Construction Contract Award Services, and other
supplemental services and evaluations as appropriate to the project
needs. Construction drawings will require BOTH english and metric
units. CONSIDERATION FOR SELECTION will be based on the following
criteria: (1) PROPOSED PROJECT TEAM - (As individuals, a team, or
consultants) Key personnel background and qualifications; previous
relevant experience and time commitments on similar projects, including
level of involvement by principals; (2) PROJECT MANAGEMENT - Office
management and team coordination; ability to maintain project schedule;
cost control methods; CADD production facilities, capabilities and
techniques; coordination and control of contract documents; (3) DESIGN
ABILITY - Visual and narrative evidence of the proposed team's ability
with respect to renovation and modernization of building systems and
handicapped accessibility; (4) EXPERIENCE - Experience on projects with
similar size and complexity, with emphasis on repairs and improvements,
and demonstrated ability to satisfactorily complete construction
contract documents under established time frame; (5) SPECIAL -
Experience with GSA and/or other Government design contracts, including
experience with Federal Government regulations and specifications;
evidence of effectiveness and ability to coordinate with Federal
authorities. Consideration is limited to firms having an active design
production office within the counties of Contra Costa, Alameda, San
Mateo, San Francisco, Santa Clara and Marin in the State of California
(Geographical Limit). A joint venture and/or a firm/consultant
arrangement will be considered and evaluated on a demonstrated
interdependency of members to provide a quality effort. The Key Firm of
any proposed joint venture and/or a firm/consultant arrangement must
have an existing active office within the designated Geographical Limit
and must demonstrate the capability to perform all contract services.
Respondents must demonstrate that the key personnel (Project Manager,
Team Leader, Project Architect, Mechanical Engineer, Electrical
Engineer, etc.) are located within an existing active design production
office within the designated Geographic Limit. This procurement is
being made under the Small Business Competitiveness Demonstration
Program and is open to both large and small business concerns. Before
award of the contract, the A/E will be required to present an
acceptable Subcontracting Plan in accordance with Public Law 95-507
(unless the awardee is a small business). As part of its commitment to
socioeconomic initiative of the Federal Government, the General
Services Administration has established for fiscal year 1995
subcontracting goals of 32% for small business, 6% for small
disadvantaged business, and 3% for women-owned business. Firms seeking
consideration for this contract shall demonstrate a proactive effort
to achieve or exceed the above goals. A/E firms having the
qualifications to meet these requirements are invited to submit 4
Standard Forms 254 and 255, with a letter of interest and a list of
examples of work demonstrating experience identified in the criteria
listed above by 3/22/95 no later than 2:00 p.m. A follow-up listing of
firms selected for interviews will be placed in this publication.
Award of this contract is contingent upon funding and an approved
subcontracting plan (unless a subcontracting plan is not required).
