- Notice of Presolicitation Conference. The U.S. Department of
Education (ED) seeks potential offeror attendance at one to two (2)
Presolicitation Conferences. A conference will be held in Washington,
D.C. on Wednesday, March 1, 1995 at 1:30 pm, at the Raddison Barcelo
Hotel, (202) 293-3100, 2121 P Street, NW, Washington, D.C. 20202. An
additional conference will be held in Dallas, TX on Friday, March 3,
1995 at 9:00 am, at the Hyatt Regency DRW Hotel, (214) 453-1234,
International Parkway, Dallas, TX 75261. ED seeks to acquire Direct
Loan servicing support services for the William D. Ford Direct Loan
Program. The Department anticipates awarding multiple contracts to
support Direct Loan servicing. Direct Loan servicers will provide
support required to service Direct borrowers, including automated data
processing (ADP) and manual operations. Direct Loan servicing
contractors will modify their existing loan servicing systems, or
develop loan servicing systems to provide all services, hardware,
software, and personnel necessary to operate the system and service
Direct Loans effectively. Direct Loan Servicing contractors will
maintain borrower data, exchange data with the Direct Loan Central
Database, issue various forms, letters and disclosures, calculate
interest on borrower accounts, bill Direct Loan borrowers, process
borrower remittances, collect on delinquent loans, resolve borrower
complaints, administer deferments and forbearances, process returned
mail, perform skip-tracing, report to credit bureaus, and perform
customer service activities. In addition to significant ADP resources
and labor intensive customer support service, the Direct Loan Servicing
contractors will provide such services as clerical support, training,
quality assurance/quality contral (QA/QC), security, and configruation
management (CM). Potential offerors are invited to review the Draft
Work Statement in order ot have a more complete understanding of the
Direct Loan Servicing requirements. The Draft Work Statement and
selected Draft RFP sections will be available through the ED Bulletin
Board on or about February 7, 1995. Printed copies are not available.
There are no pre-registration requirements or user charges (except for
long distance telephone costs). The ED Bulletin Board number is (202)
260-9950. There ar four 2400 bps modems with settings of 8 data bits,
1 stop bit, no parity. To log on the bulletin board enter First Name,
Last Name, Location, and Password (New users will create a password
when logging on for the first time). After logging on: (1) proceed to
the Main Menu; (2) on the BBS Main Menu press the letter corresponding
on Loan Servicing Subsystem; (3) select the letter corresponding to
the file you wish to downloan; (4) select a download protocol (Xmodem,
Zmodem, etc.) for the BBS and begin transferring automatically. The
Draft Statement of Work is in WordPerfect 5.1 format and is a
compressed file (PKZip). After downloading, uncompress with PKUnzip
which is available on BBS. Type PKUnzip ''(Filename).zip'' to
uncompress the file. EDUsers can connect to FedWorld by phone (703)
321-8020 or by Internet (See below). On FedWorld, ED Board is BBS
number 110. Users can access it from the TOP-level FedWorld Menu by
entering UDD110 (enter). Internet: Users can connect to ED Board at
FedWorld via Internet to Telnet at fedworld.gov. Written comments
should be submitted to the above address no later than March 17, 1995.
