Notice to Subcontractors for a Request for Proposal (RFP) for the Arrowhead Refinery Superfund Site Residuals Remedial Action. A two-step bidding process will be used for selection of a subcontractor to construct a staging area and acess road, and transport and dispose of characteristically hazardous residuals from the Arrowhead Refinery Site located near Duluth, Minnesota. The Contractor is CH2M Hill, Inc. and the project is funded by the U.S. EPA under CH2M HILL's prime contract with the U.S. EPA, Contract No. 68-W8-0040. The project consists of constructing a temporary access road and staging area; relocating and augmenting on-site fencing; coordinating activities with another on-site contractor who is non-union and is generating residuals; transporting and disposing of an estimated 4,500 cubic yards of characteristically hazardous solid residuals as they are generated at an estimated rate of 0-50 cubic yards per day from June through November 1995; and implementing a Subcontractor quality control and health and safety program on a listed U.S. EPA CERCLA hazardous waste site with an estimated cost ranging from $1,000,000 to $2,000,000. Step 1 of the two-step bidding process will consist of the submission of a technical proposal from interested subcontractors in accordance with the RFP. Pricing information is not to be submitted during Step 1. The RFP package will include additional detail for the work described above, and will specify the factors for evaluation of the technical proposals. RFPs for Step 1 will be available on February 17. Requests for RFPs will be received by phone or mail until March 5, 1995. Technical proposals are due in the CH2M HILL office by 4:00 p.m. CST on March 13, 1995. Those companies submitting technical proposals determined to be acceptable will be given a Step 2 package consisting of terms and conditions with specifications and drawings; be invited to a pre-bid meeting at the site currently scheduled for April 10, 1995; and be requested to submit a sealed bid. This solicitation does not commit CH2M HILL or the U.S. EPA to pay for any costs incurred in the submissions of proposals, nor does it commit CH2M HILL or the U.S. EPA to procure or subcontract for any services. A bid security is required in the amount of 20% of the bid amount, and must accompany each bid. Goals for this project have been established regarding the utilization of Small Business Enterprises (SBEs) and Small Disadvantaged Business Enterprises (SDBEs). The bidders should indicate whether they or any of their proposed subcontractors are SBEs or SDBEs. The following SBE and SDBE goals have been adopted for this Subcontract: 10% of construction work and/or construction supplies and materials shall be performed and/or supplied by SBEs; 5% of construction work and/or construction supplies and materials shall be performed and/or supplied by SDBEs.
