N -- TELEPHONE DIAL TONE SERVICE Contact, Kenneth H. Nix, 011-507-85-5360/Chief, Contracting Division, Hazel M. Selles, 011-507-85-4356, Contract Specialist. The Directorate of Contracting, U.S. Army Garrison - Panama is seeking information on potential sources to purchase Telephone Dial Tone service for several military base locations in the Republic of Panama. The Dial Tone can be provided by either a standalone switching unit or Remote Switch Modules (RSM), however, it must be compatible with the AT&T #5ESS installed at Corozal, Panama. Trunking interconnect will be through the existing military transmission system over fiber optic or copper cable, cable carrier, microwave or IDNX multiplex depending on location. The service being requested must be 100% compatible with the digital/ISDN AT&T #5ESS technology. Service must furnish full feature transparency through the military Panama Electronic Tandem Network (PETN) and allow for centralized remote diagnostics from existing equipment, line activation, deactivation and billing information retrieval through the existing #5ESS host and ACOM facilities. Also the service must operate over the subscriber loops now in-service and be able to fully integrate into the Military-Panama numbering plan. Maintenance of all the equipment provided to furnish the dial tone will be done by the provider. Maintenance will include full parts and labor 24-hours a day, with a 2-hour response in case of major problems and not more than 24-hours for minor problems. The provider/seller of the dial tone must provide 99.99% reliability on all lines installed. The U.S. Forces will provide access to existing base power and existing MDF at each location. Connection to and verification of base grounding is a contractor requirement. The Government anticipates award of a Cost Plus Award Fee or a Firm Fixed Price type contract. The Government additionally expects to award a contract for maintenance, operation and parts with a Base Year and three 12 month Option periods to follow. Service must start at the first site(s) selected by the U.S. Government NLT 180 days after award. Prospective sources are requested to respond to this request for sources by advising that they have the capability of performing this service and requesting a statement of work describing the scope of this requirement. Each source responding will receive a copy of the draft statement of work and will be automatically placed on bidders mailing list should the government decide to issue a solicitation for this service. Potential sources are encouraged to scrutinize the draft statement of work and provide comments as to better, or more efficient methods of conducting or performing this service.
