The Defense Commissary Agency (DeCA) is seeking qualified contractors to provide a wide range of management studies and analysis. The broad categories for which these services are sought are Business Management, Organizational Management, and Human Resources. All studies and analysis done for DeCA are expected to center around improvements in economy and efficiency in commissary operations and management. The resulting contract may also be used to support requirements from other DoD activities specified in the solicitaion, which interfere with the operation of the commissaries. The contractor may be required to travel to locations within and outside of the continental United States to perform tasks, and/or collect and assemble information under this contract. Personnel requirements may include, but not be limited to, such disciplines as program managers, human factor engineers, statisticians, cost analysts, management analysts, personnel analysts, environmental engineers, trainings analysts, etc. It is DeCa's intention to award more than one contract for these services. The instrument will be an indefinite delivery type contract, and individual projects will be accomplished by the issuance of task orders against that contract. The period of performance will be for a base period of one year, with options for an additional four years. This requirement is advertised on an unrestricted basis.
