This solicitation will be a fixed price design/build. The contractor
will provide the required engineering and design to conform to codes.
The proposed scope of work is an approximate 78,000 square foot
one-story steel frame addition to the facility. Approximately 15,000
square feet will be covered parking for carrier vehicles and an
additional 15,000 square feet will be covered open storage. The
remaining 48,000 square feet will be additional mail processing square
footage. The expansion will contain a single ply roof membrane.
Exterior walls will be combination of brick to match the existing
facility and concrete block. Existing site conditions will necessitate
imported fill. The slab will be designed as a structural slab-on-grade
and piles will be required. The two open areas (parking area and
storage area) will be designed to be enclosed at a later date in the
life of the facility. Heating and cooling will be accomplished by a
combination of new units hung within the expansion space, but power and
chilled water will come from the existing processing and distribution
facility. Upon completion of the expansion area, the portion of the
existing exterior wall of the facility will be removed. Suspended metal
halide fixtures will provide the illumination. The existing look-out
gallery will be extended to service the expansion space. The new work
room space will be largely opened area with the exception of several
offices and a mens and womens toilet rooms. An existing water loop will
be extended around the expanded facility and the section being
abandoned will be removed as part of this contract. The first phase of
construction will be to construct a gravel road around the perimeter
of the expansion area to maintain USPS truck traffic around the
facility during construction. All the work will have to be planned and
executed in phases and in close coordination with local postal
officials and in a manner which will cause the least disruption to
postal operations. A 20% design will be provided with this RFP. The
successful firm will be required to develop a phasing schedule for the
approval of the Postal Service. Offeror must be experienced in
design/build work and primarily engaged in this line and, who, in
addition, shall have satisfactorily completed at least three prior
projects comparable in size and scope to the work required by this
solicitation. A preproposal conference has been scheduled for March 2,
1995 at 9:00 AM at the Syracuse Processing & Distribution Center, 5640
East Taft Road, Syracuse, NY 13220-9997. The construction cost for the
project is valued between $3,000,000.00 and $4,000,000.00.

per set, NON-REFUNDABLE, from Edgewater Construction Co., 323 East
Willow Street, Suite 201, Syracuse, NY 13203-1980 (Telephone:
315-471-4420), referencing RFP No. 415046-95-A-0200. All checks/money
orders must be made payable to Disbursing Officer, U.S. Postal Service.
