Contract Action. This announcement will serve as notice that the Air
Force Phillips Laboratory, Advanced Weapons & Survivability Directorate
(PL/WSA), Kirtland AFB NM, anticipates an acquisition to develop tools
and techniques for predicting and modeling laser threats and their
effects on space and missile systems of interest, perform research,
development, and experiments for verification of the models, improve
space object imaging simulation capabilities, experimentally validate
predicted system and subsystem vulnerabilities to laser threats, and
integrate the work into the Satellite Assessment Center codes with the
guidance of the Satellite Assessment Center, Assessments Technology
Integration (SatAC-1) contractor. The principal end products will be
delivered in the form of models, new and modified Satellite Assessment
Center codes, and reports. This acquisition is full and open
competition, SIC code is 8731 with a business size standard of 500
employees. Release of the formal RFP will occur on or about 22 February
1995. All prior RFP requests with a DD Form 2345, Militarily Critical
Technical Data Agreement (attached to the request), will be honored.

published in the CBD 08 December 1994). All RFPs will be sent to the
Address and Name of Position Designation indicated on the DD Form 2345.
Foreign firms will be precluded from participation in this acquisition.
The level of classification of this effort will be TOP SECRET/SCI,
therefore, a TOP SECRET facility clearance will be required. A
contractual effort of 60 months (33-month basic with a transition
period of 3 months and two 12-month options) is anticipated. A cost
plus fixed fee (CPFF) level of effort/completion, subtask ordering type
of contract is contemplated. The contractor shall maintain a local
(Albuquerque NM) office. The resultant contract may contain Militarily
Critical Technology List (MCTL) information whose export is restricted
by the Export Control Act (Title 22, U.S.C., Sec. 2751, et seq.) or the
Export Administration Act of 1979, as amended (Title 50, U.S.C., App.
2401, et seq.) Only those companies who are on the Qualified
Contractors Access List (QCAL) may receive such information. A read
file has been established for use of all potential offerors to review
beginning immediately. A QCAL certification and visitor's badge are
required to have access to the read file. Badges and QCAL
certifications will be checked at the security desk in Building 414.

view the read file contact Capt Quentin Dierks or Lt George Gering at
505/846-4351 between the hours of 8:00 AM to 5:00 PM. A minimum of 24
hours advance notice is needed to make an appointment. There is a limit
of 4 hours per visit to view material. Offerors will be allowed to
check out material cleared for reproduction to make copies and return
them within the four-hour time frame. Consecutive visits are allowable
but cannot be scheduled until the day of the offeror's visit due to
time constraints and the number of offerors involved. Computer codes
are generally not available for offeror's review. The documentation for
codes, available for review in the RFP read file, provides the best
source of information for the purpose of proposal preparation.
Satellite Modeling Tool (SMT), however, will be made available to
bidders upon request. An executable version of the code will be
provided in the condition, format, and environment currently in use by
the government. No guarantees are provided. Offerors must notify the
POC at least 24 hours in advance and provide either a blank 8mm or a
QIC 150 tape in order to receive a copy of the executable code. The
minimum requirements to run the code are Sun OS 4.1.3, Openwindows 3.0,
and SunPHIGS 2.0. The POC for SMT is Lt Brian Scamman, 505/846-4347. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is to receive and communicate
serious concerns from potential offerors when an offeror prefers not to
use established channels to address concerns during the proposal
development phase of the acquisition. Potential offerors should
communicate first with the Contracting Officer to request information,
pose questions, and voice concerns before contacting the Ombudsman. In
those instances where offerors cannot obtain resolution from the
Contracting Officer, they are invited to contact the PL Ombudsman,
