A -- BROAD AGENCY ANNOUNCEMENT FOR EXPEDITIONARY PACKAGING AND CONTAINERIZATION TECHNOLOGIES. SOL N47408-95-R-3302 DUE 033195 POC Contract Specialist, Fusako Winchester, 805-982-5098 This announcement constitutes the Broad Agency Announcement (BAA) for the Naval Engineering Facilities Service Center (NFESC) under FAR 6.102(d)(2) to solicit proposal for basic and applied research for innovative technology solutions. Part of the proposed project areas listed in the BAA is being considered 100% set-aside for Historically Black Colleges and Universities (HBCUs) or Minority Institutions (MIs) as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement. Interested HBCUs and MIs should provide the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, and a positive statement of their eligibility as an HBCU or MI. If adequate response is not received from HBCUs and MIs, the solicitation will instead be issued, without further notice, as unrestricted, to academic institutions, non profit organizations, and private industry. Awards may be made at any time throughout the year. Award decisions on proposal will be based on a competitive selection of proposals from a peer/scientific review. Contact with the appropriate NFESC Engineer identified in this announcement to determine the extent of interest in a specific research project is encouraged. All proposal regarding this BAA should be submitted in writing to the address noted above. In addition all proposals should reference this announcement and should specifically identify the research area the proposal is responding to. The deadline for submission of proposals is March 31, 1995. In accordance with FAR 15.407(c)(6) no proposal submitted after this date will be considered for contract award. Multiple contracts with funding ranging from $15,000 to $50,000 each may be awarded. The following is a description of the RESEARCH required for this BAA. COLLAPSIBLE CONTAINERS AND CONTAINER FRAMES/COLLAP- SIBLE CONTAINER FOR CARGO TRANSPORT: The objective is for concept exploration and development of csollapsible containers for the transport of either dry cargo or liquid-filled bladders from a seabased supply location to Marine Corps units located onshore. Studies shall provide an evaluation of current or emerging tech- nologies that would allow significant advancement in container capabilities, and development approaches suitable for demonstration in a follow on effort estimated not to exceed 36 months. Research is need towards the development of a collapsible container or container frame of dimensions 8 ft by 8 ft by 20 ft, capable of a 50,000 LB gross capacity, with the following additional characteristic: collapsible or capable of rapid disassembly to reduce the logistics burden of storage and shipping when empty, concepts capable of partial disassembly to allow the base of the unit to remain in use without the remainder of the container or frame, structural integrity and fittings sufficient for ISO lifting and handling equipment, trans- portable by forklift while either assembled or collapsed, inter- modality, tare weight equal to or lower than commercial containers in current use. While ISO handling compatibility is important, adherence to all ISO requirements is not necessary; for example, ISO staking requirements will not be a factor in the evaluation of these concepts.(0045)
