characteristics (design, layout, etc.) needed to develop or enhance the
occupational safety and health for fire and EMS responders in the fire
and EMS station. This manual shall provide guidance, to the target
audience of local-level governments and emergency service departments
(fire and emergency medical services departments, etc.), on how to meet
applicable Occupational Health and Safety Administration (OSHA) and
other federal regulatory agency rules, guidelines, and mandates as they
relate to the occupational safety and health for fire and EMS
responders in the fire and EMS station. A thorough discussion of the
occupational safety and health hazards found in the fire and EMS
station and their effects on the fire and EMS responder shall be
included in the manual. These hazards shall include, but not be limited
to, electrocution, slips and falls, injuries caused by lifting, fires,
explosions, being struck by vehicles, vehicle accidents, machinery
accidents, confined spaces, exercise and sports injuries, violence and
criminal activity, being struck by falling objects, hit by opening
doors and cabinets, natural hazards, drowning, cigarette and other
smoke, diesel exhaust, hazardous materials (HAZMAT), radon exposure,
infectious materials and wastes, excessive noise, food and water-borne
illness, etc. The manual shall also include all facets of developing
and enhancing the occupational safety and health of fire and EMS
responders in the fire and EMS station as related to physical
characteristics (design, layout, etc.) of the fire and EMS station.
These areas shall include, but not be limited to, effectively assessing
the occupational safety and health hazards in the station, effective
mitigation of these hazards through physical characteristics of the
station, management issuesrelated to developing and enhancing the
occupational safety and health in the fire and EMS station (dealing
with municipal governments, other agencies, volunteers, labor unions,
etc.), possible areas of financing fire and EMS station occupational
safety and health improvements, etc. The manual shall discuss all
issues as related to new construction, as well as renovation and
retrofit/non-structural correction of current facilities. All
