US Environmental Protection Agency (EPA), Cincinnati Contracts
Management Division and the Office of Water, Office of Ground Water and
Drinking Water have a requirement for technical assistance and support
services connected with the implementation of the Public Water Systems
Supervision (PWSS) Program. The required support services will cover
such activities as State primacy oversight, compliance information
collection and analysis, mobilization/State capacity, training,
enforcement, regulatory development and direct program implementation.
The contract will require superior levels of technical expertise in
the fields of Science, Systems Analysis, and Engineering. The proposed
action will be conducted by a Cost Plus Fixed Fee, Level of Effort
contract and will have a base period consisting of 12 months with four
serial options of 12 months each for a total potential performance
period of five years. The base period, and each serial option, will
consist of an estimated 45,000 direct labor hours. Each contract period
will have an option for an additional 22,500 direct labor hours. A
solicitation is expected to be released in the later half of March,
1995. All responsible sources who submit a proposal will be considered
by the agency. All requests for the solicitation must be in writing;
