Health Resources and Services Administration (HRSA) proposes to
negotiate, on a sole sourcve basis, with the National Conference of
State Legislatures (NCSL), 1560 Broadway, Suite 700, Denver, CO 80202
to facilitate understanding and the exchange of information between
state legislatures and the Bureau of Health Professions regarding
federal health professions loan and scholarship programs. This
acquisition would assist key state policymakers with understanding the
link between federal health professions loan and scholarship programs
and meaningful health workforce reform in their states. NCSL is deemed
the only responsible source capable of providing the required work and
services as set forth in 41 U.S.C. 253(c)(1). Only one source is
available. Interested parties may, in writing, identify their interest
and capability to respond to this acquisition within 15 days from date
