Lisbon Initiative, is assisting in the establishment of a regulatory
training program for Gosatomnadzor (GAN) of Russia. GAN lacks the
necessary tools to train staff personnel in areas such as nuclear power
plant (NPP) basic systems and components, physics of NPP transients,
operation of technological processes at the NPP during normal, abnormal
and emergency modes, and incident analysis. The Contractor will furnish
GAN with an analytical simulator to provide it with these training
tools. The Contractor shall also develop high-fidelity, state-of-
the-art, reactor simulation models for the simulator. An analytical
simulator is a networked set of workstations that simulate the response
of the nuclear power plant through the use of high fidelity simulation
models. Workstations are used for the simulation computations, for
control of plant equipment through a graphical user interface, and as
an instructor station. The period of performance of the base contract
will be 12 months for the design, purchase, shipment, delivery, and
installation of the computer hardware, development and installation of
the initial software simulation models, user training, and hardware
and software maintenance. Optional software features for the simulation
models will also be included for possible exercise in the base year.
There will be four one-year option periods for the purchase of
additional simulation software models for other reactor types and
associated training. Proposals for this requirement may be submitted by
all concerns, i.e., large businesses, small businesses, and small
businesses owned and controlled by socially and economically
disadvantaged individuals. Notice to large businesses: The
subcontracting plan requirements of P.L. 95-507 are applicable to this
effort. Thus, all large businesses determined to be in the competitive
range must be prepared to submit a detailed subcontracting plan. A
source list comprising the names, addresses, and telephone numbers of
all concerns requesting a copy of the solicitation, with large
businesses identified by an asterisk, will be provided with the
solicitation. In order to identify large businesses on the list, a
request for the solicitation should indicate the size of the business
based upon a SIC code of 7373. The size standard for this solicitation
is $14.5 million. In order to allow small concerns sufficient time to
contact you for possible subcontracting opportunities, you are
encouraged to make your request for the solicitation prior to the
solicitation issuance date. A copy of the solicitation and all
subsequent amendments will be provided to each requester. Interested
firms should submit written requests to the U.S. Nuclear Regulatory
Commission at the address as shown above. Telephone requests will not
be honored. Closing date for proposals is 30 days after issue date of
