M -- OPERATION OF THE DETROIT JOB CORPS CENTER SOL RFP No. 5-JC-959-26. POC Contracting Officer, Gordon S. Carlson, for information contact Jack McDonnell 312/353-2788. Operation of the Detroit Job Corps Center, RFPs for the continued operation of the Detroit Job Corps Center located at 10401 East Jefferson Avenue, Detroit, Michigan 48214 will be available approximately March 3, 1995, for issue in response to written requests. It is anticipated that the resultant contract will cover the period February 1, 1996 through January 30, 1998 plus three Governmental unilateral options of one year each. The Detroit center will be relocated to a new site, which is currently the Metropolitan Hospital Outpatient Clinic at 1800 Tuxedo, Detroit, Michigan. Offerors should be aware that they will be responsible for all administrative and logistic actions that this relocation will require. The relocation is presently scheduled for February of 1997. The approximate average center capacity will be 275 students (71 residential males, 79 residential females, 60 non-residential males and 65 non-residential females). Job Corps is a residential training program for economically disadvantaged youth, between the ages of 16-24. The contractor shall provide academic and vocational training; operate a counseling and residential living program and provide the following support services: Health Services, Processing of Student Records, Discipline System, Clothing Issue, Mail Services and Legal Services. The contractor will also provide overall center management and administration, staff training, financial management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies and handbooks. A walk-through inspection of the present Detroit facility, followed immediately by a Pre-Proposal Conference, will be convened at 1:00pm local time on Wednesday, March 15, 1995. On the following day, Thursday, March 16, 1995, a walk through will be conducted of the new site, Metropolitan Hospital Outpatient Clinic, beginning at 9:30am. Upon entering the present Detroit facility, offerors must stop at the front desk where they will be given directions for the conference and tour information. Interested offerors should limit their attendance to no more than three persons. All questions prior to the Pre-Proposal Conference should be submitted in writing. Requests for this solicitation should include two (2) self-addressed mailing labels. Proposals in response to this RFP will be due no later than 12:00 noon local time on Monday, May 15, 1995, at the following address: U.S. Department of Labor, Office of Job Corps, 6th floor, 230 S.
