includes the operation and maintenance of a three diemensional physical
hydraulic model of the San Francisco Bay and Estuary. A delivery order
for the initial twelve months of operation and maintenance will be
awarded at the time of award of the Indefinite Delivery Contract. The
operation and maintenance delivery order will require the Contractor to
provide a minimum of three full-time staff members. Repair work will
not be included in the operation and maintenance and if necessary will
be awarded under separate delivery orders. Delivery orders may also be
awarded for model testing as required. Work under these delivery orders
will require the Contractor to develop and conduct sudies relating to
the San Francisco Bay and the Sacramento/San Joaquin Delta regions in
accordance with a scope of services that will be included at the time
a request for proposal is issued for a delivery order. Examples of
tests that might be required by the delivery orders include
steady-state salinity, dye-dispersion and dynamic tests. Interested
firms will be requested to submit separate technical and cost
proposals. Source selection will be based on technical merit and cost.
Technical merit is considered more important than cost. Technical
proposals will be evaluated on the following four factors which are in
descending order of importance: (1) Experience in management,
application and operation of hydraulic modeling facility including
ability to develop and execute 3-dimensional physical hydraulic model
studies related to river or estuary systems, (2) Qualifications of
staff assigned to the project as demonstrated by education, experience,
and technical publications, (3) Knowledge of state-of-the-art applied
research hydraulic model laboratory and its application to engineering
and environmental studies, and (4) Demonstrated experience of team
members in maintaining and operating a hydraulic model. Solicitation
will be issued on or about 15 March 1995. Requests for Solicitation
Number DACW07-95-R-0002 should be submitted in writing to this office
within 15 days from date of this advertisement. This is an unrestricted
procurement. Cumulative total for all work orders will not exceed $1
million for the base year, $1 million for option year one, and $1
million for option year two. The Contractor is not obligated to honor
any order in excess of $500,000.00. The contract term shall be for a
one-year period from the date of contract award with options for two
