R -- INFORMATION PACKAGE ON THE DEMOCRATIC DEVELOPMENT AND CITIZEN PARTICIPATION PROJECT (DDCP) POC Margaret Kidd, Regional Contracting Officer, International Tel: 591-2-786445, Fax: 591-2-784939 La Paz, Bolivia USAID/Bolivia wishes to provide interested parties with an information package concerning the Democratic Development and Citizen Participation (DDCP) Project. The goal of the project is to improve the effectiveness and accessibility of key democratic institutions and practices. The purpose of the project is to strengthen citizen participation in municipal and national government, as well as the ability of municipal governments, national and departmental electoral institutions, and the National Congress to satisfy the demands resulting from strengthened participation. The project consists of the following three components: 1) Municipal Governance, to help municipal governments and civil society representatives work together to implement the Popular Participation Law, seeking to avoid gridlock and other forms of breakdown or reduction in municipal governance; 2) Effective Citizenship, to promote the minimal local citizen education and voter participation preconditions necessary for the election of legitimate municipal democratic governments capable of enacting the Popular Participation Law; and 3) Representative Congress, to help grass-roots organizations and municipal governments activated by the Popular Participation Law gain effective access to Congress for resolution of congressional level municipal issues. Implementation of municipal level activities will require that USAID/B award a contract to a U.S. for profit or not-for-profit organization experienced in democratic development and local government strengthening. The Mission anticipates that a competitive process for this contract will be advertised in the CBD later in FY95.
