Y -- PRE-QUALIFICATION FOR THE RENOVATION OF U.S. GOVERNMENT OFFICES IN ALMATY, KAZAKHSTAN Sol S-FBOAD-95-R0073. POC Mr. John Hite (703) 875-6278, or facsimile 875-6292. The U.S. Department of State, Office of Foreign Buildings Operations (FBO), is seeking to pre-qualify offerors for renovation of U.S. Government offices in Almaty, Kazakhstan. The proposed project entails the demolition of existing offices and the construction/installation of new walls, doors, hardware, ceilings, kitchen, toilet rooms, mechanical, electrical, plumbing, and security and life safety systems. The new offices to be constructed total 520 square meters and are located on the third floor of the building. The Request for Proposals (RFP) is planned for release to pre-qualified offerors in mid-April 1995, with an anticipated construction start date of July 1995. The performance period from contract execution to project completion is approximately 3 months. The resulting contract type shall be firm fixed-price. The estimated value of construction is between $250,000 and $750,000. The successful offeror is not required to have, or to obtain a security clearance. In order to obtain the Request for Proposal and be eligible for contract award, offerors must pre-qualify by requesting a copy of the pre-qualification package and meeting each of the following criteria, and detailing those qualifications in a written format specifically addressing each individual qualification criterion by the closing date listed below. Offerors must also submit sufficient documentation to verify their ability to meet each of these criteria. Failure to address each of these criteria in writing, will result in failure to pre-qualify. In addition, failure to meet the requirements of each and every one of these criteria fully, or to provide the requisite information, will result in failure to pre-qualify. A description of these criteria, as well as other pertinent informaton and instructions may be found in the ``Pre-qualification Package''. The pre-qualification criteria are as follows: a) For firms not based in Kazakhstan, successful international construction experience on a similar project, outside of the North American continent. b) Successful construction experience, similar in complexity and type to this project, with at least one construction project in the $500,000 dollar range. c) Satisfactory performance on a similar U.S. Government contract, if any. Although previous or ongoing performance of a similar U.S. Government contract is not a requirement, if such contracts have been performed, the offeror must have performed at a satisfactory level, at a minimum. When responding to criteria a, b, and c above, offerors must list the owner's name, address, telephone number, and contact person for each project listed. d) Offeror must demonstrate that it has been in the construction business for over two years prior to the date of this announcement. e) Offeror must demonstrate that it has the financial capability and resources to undertake a project of up to $750,000, and be able to obtain the required performance and payment bonds, or bank letters of credit or guarantee. Offeror must provide a list of banks or other lending institutions which offeror intends to use in order to finance this project, and provide credit references. f) Offeror must demonstrate that the company is, or can be registered to do business in Kazakhstan, and has no legal restrictions associated therewith. g) Offerors must show a typical management plan for construction of a facility of this magnitude. In order to pre-qualify, offerors must request a ``Pre-qualification Package'' from the point of contact listed above, within fifteen (15) days of publication of this notice. Telephone and facsimile requests are acceptable. Pre-qualification Packages and proposals will be accepted from both U.S. and non-U.S. firms. Offerors shall submit an original and two copies of each document to Mr. John M. Hite, U.S. Department of State, Office of Foreign Buildings Operations, A/FBO/AP/AD, Room L-600, SA-6, 1701 North Fort Myer Drive, P.O. Box 12248, Rosslyn Station, Arlington, Virginia 22219.
