work in the 136-144 VHF frequency range and must be compatible with
existing Government radios (Motorola SPECTRA model DA7KX+067W). AVLS
system includes the follows: Vehicle receiver equipment necessary for
10 each Government vehicles; include as a minimum a six-channel global
positioning system (GPS) receiver; an enhanced dead reckoning module;
all necessary cables, adapters, and/or connectors to interface the GPS
receiver to the existing mobile radio. The radio must maintain the
capability to transmit voice whenever required; a multichannel
microwave link, in the 7125.0 to 8000.0 MHz frequency band, from the
Central Monitoring and Controlling Site to the Emergency Operations
Center, with all necessary interfaces to repeat incoming data from the
vehicle radios to the central site; all antennas, cabling, and
hardware necessary for installation of individual vehicle components,
microwave link and central site operation; a minimum 10 meters root
mean square (RMS) accuracy during standard positioning service and 50
meters when selective availability is employed; provide list, source
and price of any special tools or test equipment (TMDE); 2 copies of
maintenance manuals for each type of equipment/module; on-site
maintenance and operator training for three Government personnel;
installation of all equipment. Central monitoring and controlling site
with the capability of polling of individual or all vehicles at a
predetermined rate or whenever necessary; graphic display of all
streets; ability to zoom-in or out to magnify a specific area or road;
graphically identify each vehicle with their current position; provide
the capability to allow access to functions and updated data from at
least three remote sites by using telephone lines or a broadband local
area network (LAN); provide installation of all equipment; provide
operator and system management training for three Government personnel;
a source code of software program to integrate the vehicle location
data into an existing topographical map display program; equipment
necessary to download the data transmissions from the microwave link
and translate the data into information that the program can process;
ability to expand to monitor a minimum of 80 Government vehicles;
ability to group vehicles into specific groups or subgroups and display
either a specific fleet/subgroup, a combination thereof, or all
groups/subgroups depending on user request; ability to graphically
identify any vehicle declaring an emergency by visual and audio
differentiation. 1 each. Deliver to the Anniston Army Depot, Anniston,
Alabama. Deliver within 60 days after receipt of contract award. All
