department ofdefense'S continuing efforts to improve efficiency by
adoptingindustry practices, the Defense Personnel Support Center
(DPSC), Philadelphia, announces its intention to phase in the usage of
the Health industry business connunications council (hibcc) medical
surgical product numbering system for our prime vendor medical surgical
program. Over the past 10 years the hibccsurgical program. Over the
past 10 years the hibcchas developed A universal product number (upn)
which consists of the labeler identification Code (lic) and
manufacturers' catalog/reorder number.The plan calls for phase
implementation of the numbering system leading to the ultimate goal of
barcoding products. This action will facilitate proper and simple
productidenttification, ordering and implementation of electronic
Commerce in the medical industry. The upn enables standardized product
identification beginning at the point of manufacture and carries It
through withthe item to its end point of use, greatly increasing the
capabilities of electornic Commerce and eliminating redundant cross
referencing, to allow the affected Industries time to meet our needs.
We plan to phase in the requirement to use the upn according to the
following schedule. By January 1996, all manufacturers doing business
with DPSC-medicals' primen vendor program and participants in the
distribu-tion and pricing agreement (DAPA) program must havethe
universal product number in plain text on all products down to and
includingthe unit of use level. By January 1997. All manufacturers must
have the (hibc upn bar Code on all products down to and including the
same unit of use level. To MINIMIZE the financial impact of these
requirements, hibcc has agreed to allow the use of the upn in plain
text without charge. There will Bea standard charge for use of the bar
Code. By January 11996, all distributors doing business with DPSC
medicals prime vendor program must accept the upn as the single
ordering number for medical/surgical items. DPSC-medical realized fthe
challenges involved in adoptingthe upn industry wide and looks Forward
to working with industry in overcoming the challenges for our
mutualbenefit. We solicit comments from industry concerning our
intentions and will accept those comments until March 29, 1995. Please
