analysis and definition of the total system design requirements for the
Petroleum Quality Analysis System (PQAS), and for verification that
selected subsystem components can be developed and integrated to meet
the defined performance requirements. The contractor will develop
system design concepts and conduct tradeoff studies and system
effectiveness analysis to define a set of feasible system and subsystem
design requirements for a tactical fuel quality surveillance mobile
laboratory using state-of-the-art or emerging fuel testing
methodologies. Testing methodologies to be investigated include both
direct and indirect measurement techniques, e.g. Near Infrared (NIR)
and Fourier Transform Infrared (FTIR) spectroscopy and gas
chromatography. The contractor shall design, assemble and test selected
subsystem components in fuel quality analysis instrumentation to verify
that the performance and design requirements can be satisfied. Delivery
of Technology Demonstrator comprised of subsystem components and
support of Government testing required. Performance period
