COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 17,1995 PSA#1286Department of Transportation, National Highway Traffic Safety
Administration, Office of Contracts and Procurement, NAD-30, 400
Seventh Street, SW, Room 5301, Washington, DC 20590 B -- ESTIMATION OF THE INCIDENCE RATE OF ODOMETER TAMPERING IN
PASSENGER CARS SOL DTNH22-95-R-06003 DUE 041895 POC Doris E. Medley,
Contract Specialist, (202) 366-9560 The illegal practice of rolling
back odometers to make it appear that vehicles have lower mileage than
they actually do has historically been considered a significant
problem for the American consumer. When sold on the used car market,
vehicles whose odometers have been rolled back can obtain artifically
high prices, since a vehicle's odometer reading is a key indicator of
the condition of the vehicle. The objectives of this project are to
design and implement a sampling plan to collect and analyze data to
produce: (1) national estimates of the incidence rate of odometer
fraud, and (2) cost estimates of the fraud. The basic methodology will
involve the sampling and analysis of odometer and related vehicle
records maintained by motor vehicle dealers, distributors, and state
registration authorities across the U.S. The contractor will be
responsible for providing the necessary data collection justification
as required by OMB. A twelve month performance period is contemplated.
Requests for the solicitation must be in writing. The anticipated
issue date of the solicitation is on or about March 6, 1995. (0046) Loren Data Corp. http://www.ld.com (SYN# 0015 19950216\B-0001.SOL)
