ENGINEERING/ARCHITECTURAL DESIGN SERVICES Contact: J.E. Teahan,

operator of Brookhaven National Laboratory, under contract with the
U.S. Department of Energy intends to engage several
engineer/architectural services in support of the laboratory's
maintenance and construction programs. Specific tasks have not been
identified, but work is anticipated to cover the full range of
engineer/architect services including: studies, conceptual designs,
detailed designs, energy studies and designs, all regulatory expertise,
scheduling, cost estimating and construction inspection services.
Interested firms/teams shall specifically identify in their submittal
the principal point of contact and the following discipline leads:
architectural, civil/structural, electrical, mechanical, energy and
scheduler/cost estimator. This solicitation is unrestricted; however,
multiple contracts will be awarded and Brookhaven will set aside at
least 50% of these contracts for small businesses. SIC code 8711
applies. The following criteria, in order of importance, will be used
to evaluate firms: (1) Breadth of experience and technical competence
of the firm in varied engineering and architectural designs with
particular emphasis on building design, infrastructure/site services
and energy regulatory studies. (2) The specific experience and
qualifications of the proposed scheduler/cost estimator. (3)
Demonstrated capacity of the firm and staff to control budgets and meet
schedules. (4) Proximity of the work office to the Brookhaven site, and
(5) Present and past workload, and (6) Depth of the organization. Items
(1) and (2) are weighed equally and are worth sixty percent of the
entire evaluation. Interested firms are invited to submit seven
complete copies of Standard Forms 254 and 255 to the address above.
Interested firms are encouraged to provide Standard Forms 254 and 255
in as concise a format as possible. Information submitted which is not
directly pertinent to the requirements described above will not be
considered for evaluation. The estimated start date for these contracts
is August 1, 1995. The term of these contracts will be three years and
each will contain an option for two, one-year extensions to be
exercised at Brookhaven's discretion. Only responses received by March
10, 1995, will be considered. Following an initial evaluation of the
information submitted in the SF 254s and 255s, six or more firms
considered to be the most highly qualified to provide these services
will be invited for interviews. This is not a request for proposal.
Brookhaven and the United States Government will not be responsible for
any expenses incurred by others in connection with this announcement.
