SOLICITATION #C500238T1. POC: Cynthia Johnson (513) 366-2040. The U.S. EPA is currently leasing trailer units from McDonald Mobile Offices to serve as temporary office space pending the construction of a permanent office wing at the Motor Vehicle Emissions Laboratory, Ann Arbor MI. Occupancy of the permanent office wing is expected to take place 24 months after award of a contract. The current lease expires 9/30/95. Therefore, new units must be in place by 9/30/95. The purpose of this procurement is to enter into a 12 month lease for a total of 11 trailer units with two options to extend the lease by an additional 12 months each. The trailer sizes are as follows: five(5) 14'x70'; one(1) 24'x60'; two(2) 24'x64'; one(1) 12'x60'; one(1) 10'x46'; one(1) 8'x30'. The U.S. EPA intends to negotiate a follow-on contract with McDonald Mobile Offices on a sole source basis. The basis for this determination is the substantial duplication of costs to the Government that would result from a competitive solicitation. This duplication would occur due to the estimated cost to the Government to reinstall the computer, telephone and electrical wiring, to move the existing furniture to new units; and to disassemble and reconnect the walkways between units. Negotiation shall be conducted pursuant to the authority of 41 U.S.C 253 (c)(1) which allows for negotiation without full/open competition if there is only one responsible source.
