514-4573. The Government intends to exercise an option to extend
services for an additional six months, by October 1, 1995, for the
period October 1, 1995 through March 31, 1996, for a requirements
contract for Facilities Management Services at the Immigration Card
Facility (ICF) in connection with the processing of immigrant visas,
adjustments of immigrant status, and other alien applications for the
production and issuance of alien files, identification and border
crosser cards, and the creation of data base records. The contractor is
Electronic Data Systems Corporation, 13600 EDS Drive, Herndon, Virginia
22071. Contract No. COW-1-90010, and the estimated maximum value is
$7,005,160.00. In addition to the option, the Government intends to
negotiate a one year sole source contract, for the period April 1, 1996
through March 31, 1997, with Electronic Data Systems Corporation, to
continue Facilities Management Services, to produce identification
cards, and to obtain the necessary consumable supplies. During this
period the Government contemplates soliciting, through full and open
competition, the award and transition of a follow-on contract to
produce identification cards using a new, yet to be determined,
technology, and to obtain the necessary consumable supplies. The
estimated maximum value for this one year period is $16,850,000.00. The
ICF will be phased out during this eighteen month period. The
Government intends that new card production technology will enable INS
to produce all identification cards at the INS Service Centers. This
synopsis is published under the mandate of FAR 6.302-1(d)(2) and does
not signify the pending issuance of any Request for Proposals. No
mailing list will be prepared and no solicitation documents will be
available for release. Responses to this synopsis will have to
establish what supplies and services would be provided, how they would
be provided, and how the Government would receive the overall best
