Coonce, Contracting Officer, 615-532-3220. Provide labor, materials,
equipment and other service necessary to construct a C-141B Flight
Simulation Facility. This 14,000 square foot building will contain the
following: A 50' X 90' X 40' high bay, steel framed, aluminum
insulated, panel clad space that will house the flight simulation
equipment; a 12' to 20' high-low bay space consisting of brick veneer
CMU exterior bearing walls, CMU interior partitions, bar joists and
metal roof deck. The entire structure will be constructed for Seismic
Zone III; a free-standing, one-store, brick and CMU building housing
hydraulic pumps for the simulation equipment. An underground trench
system carrying these hydraulic lines will connect into the main
building serving the equipment; additional requirements are raised
floor computer control rooms, maintenance rooms, briefing rooms,
administrative wing, ADA restroom facilities, electrical/communications
vault. Communications wiring for all lines will be ducted. Capacity for
local area network (LAN) as well as dedicated lines for computers,
modems, fire detection system with signal transmitters and public
address system. Underground electrical service to pad-mounted
transformers will be provided. Operational areas will require specially
controlled and filtered electric service. Dedicated circuits for
computer use and centrally linked circuits for back-up gererator power
will be provided. Also an emergency lighting system will be provided.
A complete, zoned, gas-fired heating and air conditioning system will
be provided with an emergency back-up ventilation system. Special
separte HVAC systems for computer rooms will be provided. In addition
to normal plumbing, gas, water, waste and drainage systems, a
pre-action sprinkler and fire detection/suppression system will be
provided. All of the work described above is to be performed within the
confines of the Tennessee Air National Guard, Mephis International
Airport, Memphis, Tennessee. Performance time is 365 calendar days. The
estimated construction cost is between $1,000,000.00 and $5,000,000.00.
Interested concerns should as early as possible, but not later than 15
calendar days after publication of this notice, indicate interest in
bidding as the prime or as a subcontractor on the project, providing
evidence of capability to perform including references for similar work
with contract numbers, points of contact, and telephone numbers, and if
appropriate, a positive statement of elibility as a small socially and
economically disadvantaged business concern. In addition, dollar
amount of current construction bonding capability is required. The
Contracting Officer will utilize the information received to make a
decision to issue this solicitation as set-aside for Small
Disadvantaged Business (SDB) or as "UNRESTRICTED" without further
notice. Therefore, replies to this notice requested from all interested
business concerns as well as from SDB concerns. Replies must indicate
the firms size status such as large business, small business, small
disadvantaged business, or 8(a). The Standard Industrial Classification
(SIC) Code is 1542. The applicable small business size standard
including affiliates is no more than $17 Million in average annual
