SOLICITATION FOR PAINTING OF EXTERIOR OF BUILDING #1, inclusive of, but
not limited to the following: Background: Building #1 is an all brick
building used as an administrative office building where the National
Institutes of Health (NIH) Director's office is located. The building
operates five days a week from 7:30 am to 5:00 pm. The building has six
(6) front columns and a loading dock in which construction (lead
abatement, repair and painting) might interfere in the operation of the
building. This project involves lead abatement, painting, brick work,
electrical repair and minor repair of the loading bumpers. Based on the
specifications and drawings of Work Request No.003399, the contractor
has to furnish all the labor, materials, tools and equipment necessary
for complete construction of the project. During the lead abatement
process, the contractor shall provide preventive measures to safeguard
the health of the occupants of Building 1, as well as the people
outside of the building. The contractor also has to provide a Project
Management team to include a Project Manager, Quality Control (QC)
Manager and a Superintendent. For this project, the Superintendent
could also be a QC Manager. A separate Certified Hygienist shall be
hired to monitor the lead abatement operation. Contractor shall have
lead abatement experience within the last three (3) years. Work shall
be performed between the months of May through October from Monday
through Friday on normal working hours (7:00 am to 5:00 pm). Any work
to be done outside the normal working hours shall be requested 72 hours
in advance. The construction operation will be under the general
direction of the Design Construction Branch and managed by a Project
Officer who is also the Contracting Officer's Technical Representative
(COTR). A Construction Manager may be hired by the government to
oversee the construction and who will work under the Project Officer.
Contract performance period will be 90 calendar days from Notice to
Proceed. The magnitude of this fixed-price construction contract is
estimated to be between $250,000.00 and $500,000.00. The basis of award
will be the low Base Bid and subject to availability of funds. Plans
and Specifications will be available on or about March 3, 1995 from the
Bid Custodian, Building 13, Room G-800, 9000 Rockville Pike, Bethesda,
Maryland at a non-refundable cost of $30.00. Payment must be in the
form of Cashier's check, Money Order or Certified check only. No
personal or company checks will be accepted. Checks shall be made
payable to: The National Institutes of Health. A letter on company
letterhead must be enclosed indicating the address to which all agenda
and communications should be transmitted. Request for the IFB must
cite the IFB No. 263-95-B(CP)-0228. Telephone requests will not be
accepted. The Pre-Bid Conference/Site Visit will be held on March 21,
1995 at 1:00 p.m. on the NIH campus in Building 13, Room G-800. Bids
will be due on or about April 4, 1995. Further information concerning
the bid opening will be noted in the IFB. This procurement is a total
