Architect-Engineer (A-E) services are required for an evaluation of the water distribution system at Vandenberg AFB CA. A one-time contract will be issued for the period of the study; no additional work is anticipated under this contract. Services required willbe a thorough investigation of the base water distribution system and the impact the importation of State Water will have on it. Investigative services, studies, reports, design analyses, surveys, a computer model, a flushing plan, improvement recommendations and cost estimates will be required. All evaluation reports must be stamped by a professionally licensed engineer from the state where the contract documents were made. Significant evaluation factors include specialized experience and personnel qualifications in the area water distribution analysis and design. Quality of work with respect to performance on work of similar nature for the Department of Defense (DoD) and other clients. Capacity to accomplish the work in the required time frame. A prompt response to requested services is required, proximity of the firm to the base, volume of work previously awarded by the DoD, with the object of affecting an equitable distribution of (DoD) A-E firms, including small and small-disadvantage business firms and firms that have not had prior DoD contracts. Other factors such as proven cost control, quality control procedures, and other factors which may be beneficial to the government. Firms desiring consideration shall submit Standard Form 254 and Standard Form 255 within 30 days from this announcement. One contract is expected to be awarded as a result of this synopsis.
