Systems Department, Naval Air Warfare Center Weapons Division, China
Lake, California is seeking sources capable of providing pyrotechnic
line cutters. These devices are commonly used to cut reefing lines
and/or parachute release lines during controlled parachute canopy
openings. The cutters must be able to cut woven or braided lines made
with one of the following materials: (1) nylon (up to 2,000 pounds
breaking strength); (2) Paramid (Kevlar; up to 4,000 pounds), or
oriented polyethylene (Spectra; up to 4,000 pounds). Sources for both
electrically and mechanically fired cutters are sought. Electrically
fired cutters are ignited by a timed electric circuit. The circuit must
have the following characteristics: (1) Resistance is one ohm; and (2)
Firing current is one amp NO fire and three amp ALL fire. Mechanically
fired cutters utilize a mechanically pulled firing pin, which ignites
a timed initiation mechanism that fires the pyrotechnic charge. The
mechanism must have the following characteristics: (1) Pull Force is 20
+/- 10 pounds to prevent premature firing without affecting cutter
reliability; (2) the pin must operate reliably with off-axis pulls at
angles up to 20 degrees; (3) cutters are to have delay periods from one
second to fourty seconds; and (4) timing accuracy is within +/- 10% of
nominal at all operating temperatures, altitudes, and acceleration
loading. All cutters must meet the following operating requirements:
(1) Temperature: -20 degrees F to 140 degrees F; (2) Altitude: Sea
Level to 30,000 ft MSL and; (3) Acceleration Load: The device must
withstand acceleration loads of +/- 150g's without premature firing, or
degraded reliability. The cutters may be purchased in lots of 25 to 50
of each type. Purchase frequency will depend on parachute test
schedules. This synopsis is a sources sought. It is for planning
purposes only, does not constitute a request for proposals, and is not
to be construed as a commitment by the government. The government will
not pay for the information submitted. Responses are requested within
