65 -- CARCINOEMBRYONIC ANTIGEN (CEA) AND PROSTATE SPECIFIC ANTIGEN (PSA) SOL NCI-CB-56206-84 POC Eileen Keating, Contract Specialist or Janet Mattson, Contracting Offi cer, 301/402-4509. The National Cancer Institute plans to procure on a SOLE SOURCE basis under authority of FAR 6.320-1, in accordance with 41 U.S.C. 253(c)(1), Carcinoembryonic Antigen (CEA) and Prostate Specific Antigen (PSA) from Vitro Laboratories, 8100 South Parkway, Building B, Suite 1, Littleton, CO 80120. The CEA and PSA is for the Laboratory of Immunology and Biology (LTIB), for use in an ongoing research project. The CEA produced must be non reactive to closely related antigens, specifically NCA (non- specific cross reactive antigen). The PSA produced must be from a recombinant source which is free of contaminants from seminal plasma derived material. When the study was started, Vitro was the only known supplier who met the above requirements. The use of these particular Antigens from Vitro is necessary in order to avoid the introduction of new variables into the ongoing experiments and also to avoid long delays from retesting of products from another potential supplier. This would hamper and possibly terminate the study, create a financial burden for the Government and delay the development of new treatments for human carcinoma. The planned period of performance is 12 months plus 4 successive 12-month periods. Due to the above requirements and the unique capabilities of Vitro, there is no other known vender to meet NCI's requirements. It is the Government's belief that the above requirements can only be met by Vitro Laboratories. This notice of intent is not a request for competitive proposals, however, if an interested party believes they can meet the above specifications, they may submit a statement of capabilities. Information furnished shall include enough material, in sufficient detail, to perform a proper evaluation of their ability to perform. Closing date is 45 days after publication of this notice.
