Headquarters US Army Intelligence and Security Command (USAINSCOM)
intends to procure research and manufacturing services to identify,
synthesize, and test toxic chemical, smoke, and flame agents and
related equipment as well as to develop computer programs to store,
retrieve and manipulate chemical warfare information. All interested
offerors must provide certification by the US Army Chemical and
Biological Defense Command (CBDCOM) in order receive the RFP.
Performance will require access to a Top Secret facility. All proposed
personnel must possess a Top Secret clearance with a Special
Background Investigation (SBI) and must meet Sensitive Compartmented
Information (SCI) eligibility requirements as determined by the United
States Army Personnel Security Clearance Facility (USAPCCF) by the
date of contract award anticipated to be o/a August 1, 1995. In order
to receive a copy of the RFP, the offeror must possess a Secret
facility clearance and Secret safeguarding capabilities. In order to
verify clearance and safeguarding capabilities, the written request for
the proposal must include the offeror's CAGE code. To ensure timely
processing of clearance verification prior to release of the
solicitations, requests should be received within 15 days of
publication of this notice. In order to be responsive to this
publication, all of the requirements stated above must be met. Only
