Pre-solicitation/Sources Sought Announcement: Risk Reduction, Analysis,
and Test & Evaluation Support (RRATES). POC Capt Steve Smith, (210)
536-4571. This synopsis is not a request for proposal or bid, but a
request for expression of interest and capability information.
Interested parties are requested to submit three copies of information
which outlines their abilities to support the effort which is
described below. As a minimum, submissions should disclose (1)
identification of company size (e.g., # of personnel, if 8A or small
business, etc.), (2) facilities, (3) testing capabilities, (4)
technical capabilities, and (5) personnel and management capabilities.

Respondents shall not be compensated and may not be contacted. No
pre-solicitation conference to discuss this effort is currently
planned. This announcement is based on the best informaiton available
and may be subject to future changes. A description of the anticipated
effort is outlined in the remainder of this announcement. During FY96,
the Human Systems Center Program Office (HSC/YA) anticipates soliciting
and awarding a contract for ''contractor support services'' to perform
hardware and software simulation, prototyping, modeling, and
scientific analyses, as well as conduct studies, surveys, and test and
evaluation procedures. These services shall enable the Air Force to
minimize program technological risk to cost, schedule, and performance
parameters. The contractor shall be required to provide the systems
engineering and program management support necessary to efficiently
provide the above stated services. The contractor shall be required to
provide the necessary personnel, materials, equipment, and facilities
required to support the various functional areas within HSC/YA.
Multi-disciplinary expertise is required in these functional areas: (1)
Nuclear, Biological, and Chemical (NBC) Defense--individual and
collective protection equipment; (2) multi-environment situations; (3)
chemical-biological surety testing; (4) NBC detection systems and
decontamination procedures; (5) environmental technology including
pollution prevention compliance, clean up (remediation), hazardous
waste and materials, and conservation; (6) air crew, passenger, and
ground support personnel equipment; (7) mission enhancement and
pilot/life support communication technologies; (8) aeromedical and
field medical equipment; (9) medical care and operations; (10)
epidemiological statistical efforts; (11) crew escape technology; (12)
textile technology including clothing design, pattern design, garment
fit, and wear analyses; (13) man-machine interfacing; (14) software
training systems; (15) air/ground combat attrition analysis tools; and
(16) air/ground crew performance analysis. The contractor's personnel
shall be qualified to perform the varied delivery order efforts which
shall usually require professionals containing degrees in the
following areas: (1) natural and physical sciences, (2) computer
science, (3) engineering, (4) operations research and analysis, (5)
human factors, (6) medicine, and (7) research and development
