SERVICES FOR PROFESSIONAL SURVEYING AND MAPPING SERVICES, SUPPORTING
VARIOUS PROJECTS ASSIGNED TO THE US ARMY CORPS OF ENGINEERS, WALLA
WALLA DISTRICT. DACW68-95-R-0017, DUE 032495, POC CHARLENE DUNCAN, 509
522-6809. Indefinite Delivery Type Architect Engineer Contracts to
provide professional A-E surveying and mapping services are required to
support US Army Corps of Engineers civil works, construction, and
environmental restoration projects. Work shall include hydrographic
surveying of rivers and ports; topographic and photogrammetric mapping
for planning, site designs, and assessment of dredge measurement and
payment; high-order geodetic control (horizontal & vertical) surveys
using differential Global Positioning System and conventional survey
techniques, for project control, and property/boundary surveys. Primary
work assignments are for the Pacific Northwest region of the
Continental United States, encompassing the geographic boundaries of
the Walla Walla District, Corps of Engineers, however work may be
assigned in any state where the Walla Walla District may be required to
perform work. This announcement is open to all businesses regardless of
size. If large business is selected for this contract, it must comply
with FAR 52.219-9 regarding the requirement for a subcontracting plan
on that part of the work it intends to subcontract. The subcontracting
goals for this contract are that a minimum of 60.3% of the
contractor's intended subcontract amount be placed with small business
(SDB) and 2.9% with women owned small business (WOB). The
subcontracting plan is not required with this submittal. The Standard
Industrial Code (SIC) for this requisition is 8713. The small business
size standard is average annual receipts for it's preceding 3 years
must not exceed $2.5 million. PROJECT INFORMATION: This will be two (2)
indefinite delivery type contracts not to exceed $750,000 total for one
year and $150,000 maximum per individual delivery order. Proposed
contract shall be for a period of one year with the option to extend
one (1) additional year. Work shall be accomplished in full compliance
with established Corps Of Engineer's Engineering manuals, health and
safety requirements and other policies as necessitated by special site
conditions or job requirements. All services shall be supervised by a
Professional Land Surveyor(s) licensed in the state(s) of Oregon,
Idaho and Washington, and/or In-Shore Hydrographer(s). Boat operator(s)
shall have a valid US Coast Guard License to operate or navigate
passenger carrying vessels. SELECTION CRITERIA: See Note 24 for the
general selection process. The selection criteria, in descending order
of importance are: (a) Professional qualifications necessary for
satisfactory performance of required services: Expertise in the
disciplines of hydrographer, land surveyor and photogrammetrist. (b)
Specialized experience and technical qualifications: (1) Firms with
specialized experience and technical competence in hydrographic
surveying of rivers, ports, harbors and inland navigation projects.
Experience shall fully exemplify the use and expertise of fully
automated, digital methods of data collection, processing and
production of resulting Bathymetric mapping. (2) Firms with specialized
experience and technical competence in geotechnical engineering,
utilizing methods, such as side scan sonar, sub-bottom profiling,
ground penetrating radar (GPR), seismic refraction and reflection, grab
sampling techniques for data collection of rivers, ports, harbors and
inland navigation projects. Experience shall fully exemplify the use
and expertise of fully automated, digital methods of data collection,
processing and production of resulting maps and reports as required to
depict surficial and subsurface conditions. Capability to present data
in formats that are compatible with CADD and GIS systems. (3) Firms
with specialized experience and technical competence in topographic
surveying, geodetic control surveying, precision static and kinematic
GPS surveying, cadastral surveying, boundary surveying and CADD /GIS
expertise. (4) Firms composed of hydrographers, registered and licensed
professional land surveyors, certified photogrammetrists with the
American Society for Photogrammetry and Remote Sensing (ASPRS), having
expertise in survey and mapping technology procedures, and capability
in computer-aided design and drafting (CADD). (5) Firms composed of
technicians having expertise in hydrographic, topographic, geodetic
control, boundary surveying; expertise in kinematic and high accuracy
GPS surveying, and experience in field data processing and survey
adjustments. (6) Firms composed of technicians having expertise in
survey and site design CADD routines, and experience in interfacing
sensors and data collection systems (echo sounders, positioning
systems, etc.) with DOS or UNIX-based systems. (7) Firms that presently
have, or the capability to readily obtain through purchase or lease,
and automated hydrographic survey vessel of 19-30 foot length capable
of being trailered to and operating in inland and coastal navigation
projects. The vessel must have a capability for being optionally
equipped with full motion compensation, side scan sonar imaging for
underwater hazardous object strike detection, multi-beam, shallow-water
acoustic imagery from a single transducer source. (8) Firms that
presently have, or the capability to readily obtain through purchase or
lease, a automated hydrographic survey vessel, capable of performing
depth measurements with precision horizontal positioning, in shallow
draft areas of rivers and back-water areas. Must be capable of being
trailered to and operating in inland streams and back- water areas. (9)
Firms which have demonstrated capability to submit all work in hard
copy report format, hard copy ''F'' size engineer drawings, and/or in
Intergragh Design File (DGN), version 5.0 or later file format. (10)
Firms which possess or have the capability to readily obtain through
purchase or lease, GPS equipment capable of sub-centimeter accuracy,
utilize the latest static and kinematic technology, and currently
employ CADD/GIS data processing equipment. (c) Proposed project
organization, lines of authority, disciplines proposed and team backup
personnel. (d) Demonstrated capability and capacity of the firm to
perform the above work to meet short suspense dates. (e) Location in
the general geographic region of the Walla Walla District with
capability of quick turn around to and from the district office in
Walla Walla, Washington, and potential work sites. (f) Past performance
on contracts with government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules: Unsatisfactory or marginally un- satisfactory past
performance evaluations (poor or below average) will be considered in
the selection process. (g) Extent of participation of SB, SDB, WOB,
historically black college and universities, and minority institutions
in the proposed contract team, measured as a percentage of the
estimated effort. (h) Volume of DOD contract awards in the previous 12
months, as described in Note 24. SUBMISSION REQUIREMENTS: See note 24
for general submission requirements. To be considered for selection,
firms having the capabilities to perform this work must submit three
copies of SF 254 not already on file at the Corps of Engineers ACASS
center Portland, Oregon and three copies of Standard Form 255 for the
prime and all consultants to the above address, not later than the
close of business on March 24, 1995 or within 30 calendar days after
publication date of this notice whichever is later. Personal visits to
