D -- AUTOMATED DOCUMENT CONVERSION (ADC) ARMY PERSONNEL RECORDS CENTER (ARPERCEN) POC POC Lorraine Davis (703) 325-4635, Contracting Officer Peggy Butler (703) 325-2858 The U.S. Army is contemplating issuing a solicitation for services to convert paper and microfiche personnel records to optical digital imagery. This announcement is for the purpose of gathering market survey information of available bidders and their capabilities. The image conversion requirement is for the U.S. Army Reserve Personnel Center (ARPERCEN) in St. Louis, MO). Converted images and index data will be loaded into the existing Personnel Electronic Record Management System (PERMS). The current conversion contract will expire 31 October 1995. Additional conversion services for ARPERCEN are required for approximately 480,551 paper records (59M images) and for approximately 116,315 microfiche records (14M images). The microfiche record resides on AB-Dick, 98-frame film. Paper records are predominately 8.5x11 inches. The selected source must have a system in place to receive and return batches of records, prepare paper files for scanning and indexing according to the U.S. Army document filing matrix, provide Quality Assurance, provide temporary storage for converted images, provide space and terminals for Government Quality Control activities, and write images with index data in PERMS file format to optical media for delivery to the U.S. Army. Sources capable of providing complete systems and the associated support (inventorying, transporting to and from ARPERCEN, and management) should provide the following: Name, address, phone and facsimile number for point of contact; identify type of company (e.g. large, small business (less than 7M average annual receipts for the preceding 3 years), 8a, etc); provide three (3) copies of literature describing bidder experience with similar conversion projects; list project references within the last 3 years; describe the existing conversion system and the conversion process; identify facility location; describe system design; identify OEM major component listing; quantify facility capacity (images per day/month) under normal operating conditions; identify any delivery/startup installation requirements.
