COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 22,1995 PSA#1288U.S. Army Engineer District, Philadelphia, Wanamaker Building, 100 Penn
Square East, Room 643, Philadelphia, PA 19107-3390 19 -- DESIGN, CONSTRUCT, TEST AND DELIVER TWO (2) 65-FOOT,
SELF-PROPELLED, ALUMINIM SURVEY VESSELS SOL DACW61-95-R-0026. DUE
033195. Contact Sandi Fletcher, Contract Specialist, 215/656-6915. The
vessels to be acquired are all aluminum, diesel powered, high speed,
65-foot Survey Vessels. Both vessels are for use in support of the
Surveying Missions of the New York and Norfolk Districts respectively.
The vessels are essentially identical except that one is furnished
with an optional non-turbocharged propulsion plant. Each vessel is
approximately 65-feet long and 18-feet wide with a 6-foot draft.
Testing will be required and must be performed in open water near the
place of delivery. A full spectrum of testing to prove the design and
engineering concepts is required. The acquisition will be performed
using the Two-Step Formal Advertising Method prescribed in Subpart 14.5
of the Federal Acquisition Regulations. Step One consists of submitting
technical proposals. The technical proposals will be evaluated to
determine that: 1. The proposal is numbered, dated and signed by a
Corporate Officer; 2. The Proposal contains all the data and
information required by Part III, "PROPOSAL REQUIREMENTS"; 3. The
vessel is within the range of physical dimensions of Part II; 4. The
proposed hull form is an existing design with proven performance,
suitable for an capable of operating safely in the service and
conditions outlined in the Design Criteria, or is based upon a
significant body of credible research; 5. The proposal contains an
adequate plan for the Evaluation Team to witness operation of the
proposed vessel hull and verify performance; 6. The vessel meets all of
the design criteria of Part II of this RFTP; 7. Simplicity of
construction and ease of maintenance are apparent in all features; 8.
All machinery and equipment applications are appropriate for the
intended service and represent machinery currently in production and in
use in other similar service; 9. Pilothouse and controls locations are
such that the operator has unobstructed visibility about the vessel,
particularly when underway; 10. Superstructure arrangement and headroom
provide adequate working space; 11. Acceptable treatment of habitable
spaces for reduction of machinery-generated noise and vibration have
been incorporated into the vessel; 12. "First Class" workboat practice
is apparent in all aspects of design. The Technical Proposals shall
not include prices or pricing information. Step One will be made
available on or about 3 March 1995 with Technical Proposals due by 4
April 1995 at 1600 E.S.T. In the Second Step, 1. Only bids based upon
technical proposals determined to be acceptable, either initially or as
a result of discussions, will be considered for awards, and; 2. Each
bid in the second step must be based on the bidder's own technical
proposals. 3. Offerors should submit proposals that are acceptable
without additional explanation or information; 4. The Government may
make a final determination regarding a proposal's acceptability solely
on the basis of the proposal as submitted, and; 5. The Government may
proceed with the second step without requesting further information
from any offeror; however, the Government may request additional
information from offerors of proposals that it considers reasonably
susceptible of being made acceptable, and may discuss proposals with
their offerors. A notice of unacceptability will be forwarded to the
offeror upon completion of the proposal evaluation and final
determination of unacceptability. Only one technical proposal may be
submitted by each offeror. Step Two will be accomplished by Sealed Bid
Procedures. This is a 100% set aside for small business concerns.
