Ext 322. The Air Combat Training Systems (ACTS)Integrated Product Team
(IPT), Aeronautical Systems Center, Eglin Air Force Base, Florida,
plans to contract for an upgrade to the existing Decimomannu Air Combat
Maneuvering Instrumentation (ACMI) System currently installed at
Decimomannu AB, Sardinia, Italy. The Decimomannu installation was
completed in late 1979 and consists of a Tracking Instrumentation
Subsystem (TIS), Control and Computation Subsystem (CCS), Display and
Debriefing Subsystem (DDS), and an Airborne Instrumentation Subsystem
(AIS). The CCS and DDS, located at Decimomannu AB, provide real-time
monitoring and post mission display of up to eight participating
aircraft (A/C) during air-to-air training engagements. The air-to-air
engagement area is located off the Southwest coast of Sardinia.
Tracking of the participating aircraft is accomplished by use of a
multilateration positioning function employing a TIS master and seven
remote radio ranging/data units that communicate with the (AIS) pods
carried by the aircraft. The TIS master and one remote unit are located
at an isolated land site and six remote units are installed on sea
buoys anchored in the Mediterranean Sea off the southwest coast of
Sardina. The remote units are controlled by and communicate with the
TIS master station through a radio data link. The contracted portion of
the upgrade consists of replacement of the CCS and DDS hardware with
commercial off the shelf (COTS) hardware. The current CCS uses the
Concurrent 3200 series computers configured to support an eight A/C
system. There are currently several computer systems available from
commercial sources that meet the requirements for a 36 A/C CCS. The DDS
will be replaced with the Advanced Display and Debriefing Subsystem
(ADDS) which is now being acquired by the USAF. The CCS and ADDS
software is owned by the USAF and will be provided as
Government-furnished software. The essential requirements of this
contract will be for the acquisition of COTS CCS and DDS hardware,
assembly of this hardware into operational subsystems, software
modifications, installation, and integration of subsystems into the
ACMI, and test and demonstration of the integrated system. The
anticipated contract type will be firm fixed price. A draft request for
a proposal (RFP) is scheduled for release in June 1995 followed by
one-on-one meetings with potential offerors and an orientation visit to
Decimomannu AB. An RFP is scheduled for release in August 1995 with
proposals due 30 days after RFP release. Contract award is planned for
late December 1995 with a 14 month performance period. Information
associated with this program may be classified up to and including
SECRET/NOFORN/WNINTEL. The computer system must be accreditable in
accordance with current USAF computer security policies. Only qualified
U.S. contractors who have registered with and are certified by the
United States/Canada Joint Certification Office, Defense Logistics
Service Center, Battle Creek MI 49016-3412, (1-800-352-3572) are
eligible to receive solicitations. Certification is accomplished using
DD Form 2345, Military Critical Technical Data Agreement. The Standard
Industrial Classification Code for this acquisition is 3663 (750
personnel). Interested firms must submit a statement of capability
within twenty-one (21) days of this announcement. Submit the statement
of capability to Ms Mary Badger, ASC/VXCK, 102 West D Avenue, Suite
300, Eglin AFB FL 32542-6808. The statement of capability must include
but not be limited to successful experience or capability as a prime
contractor, in the integration of COTS hardware for an ACMI or specific
similar applications, modification of Government-furnished software
(GFS) for an ACMI or specific similar applications, installation,
integration and test of such modified COTS hardware and GFS for an ACMI
or specific similar appplications, and the facilities and personnel to
handle and store classified information at the SECRET/NOFORN/WNINTEL
level. Respondents to this notice will not be notified of the results
of the evaluation of information submitted. After the statements of
capability have beeen screened, any draft or final solicitations will
be issued to those prospective sources who, in the sole judgment of the
purchasing activity, have the capability to successfully fulfill the
Decimomannu ACMI Upgrade requiremments. Firms responding to this
synopsis should include and state whether or not they are a small
business concern or small disadvantaged business concern as defined in
FAR 52.219-1 and FAR 52-219-2. An Ombudsman has been established for
this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerrors when an offeror
prefers not to use established channels to communicate concerns.
