NASA is soliciting proposals for studies on various aspects of advanced
air transportation concepts and technology to support the development
of a national research program in Advanced Air Transporation
Technologies (AATT). Through research, development and demonstration,
the program will contribute to and accelerate progress in Advanced Air
Transportation Technologies. The objective of the NRA is to support
the development of an AATT research program plan and to provide
information that will help with the justification and advocacy of the
program to a high level Executive Steering Committee and a Non-Advocate
Review, scheduled in June 1996, and to support trade -off studies and
evaluations during the program. The components of the study are: 1) Air
Transporation Markets and Opportunities; 2) Air Transportaton
Management Concepts; 3) Technologies and Procedures for AATT; 4) ATM
Systems and Implementation; 5) Economic and Technical Modeling of AATT
Markets, Concepts Technologies and Procedures and Systems. This NRA is
designed to encourage work in all of the above areas. In each of these
areas, NASA plans to award approximately equal numbers of studies for
each one of the following focuses: Airborne Focus - As much air
transpor tation management and control as possible is placed in
airborne abilities; Ground Focus - As much air transportation
management and control as possible is placed in ground facilities;
Mixed Focus - The air transportation management and control has a mix
of aircraft and ground abilities. The justification for such a mix must
be addressed. Three levels of study will be considered: Overall Studies
- The objective of these studies is to define: the needs for new AATT
capabilities and new concepts and approaches that meet those needs; to
identify system integration and implementation issues; and provide
estimates of the economic benefits to the United States of the proposed
solutions. These studies will address all, or at least, almost all the
the component areas. They must include economic projections and allow
independent validation of results. It is planned to award up to four
such Overall Studies, each ranging from approximately $1,000,000 to
$2,000,000 per year. Conceptual Studies - The objective of these
studies is to develop and understand significant new approaches, and
their related issues, that will provide major (revolutionary) AATT
capabilities. The study must include all segments of flight and ground
operations to support flight operations from gate of departure to gate
of arrival. The proposers in these areas must provide information that
will allow for economic as well as technical evaluation of the
proposed concepts. Up to eight awards of this size are contemplated,
each ranging from approximately $500,000 to $750,000 per year. Topical
Area Studies - The objective of these studies is to acquire the best
ideas from a broad set of potential proposers on a wide range of
topics. The topics proposed may be in any of the component areas or any
topics relavant to Air Transportation Mangement outside the identified
components. In particular, NASA is interested in funding studies of
novel ideas, ideas not constrained by current ATM system operational
practices, and investigating the applicant of technologies not normally
associated with Air Transportation Mangement. Up to twenty such studies
will be awarded, between approximately $50,000 and $400,000 each per
year. Pariticipation in this program is open to the following
categories: Educational institutions, industry, nonprofit institutions,
and other governmental agencies. This opportunity constitutes a NASA
Research Announcement as contemplated in FAR 6.102(d)(2). This
announcement will remain open for a period of three years. Proposals
may be submitted at any time during this period and, after the initial
evaluation, will be evaluated at 6- month intervals beginning January
30, 1996. Funds for approximately $4M are presently available for
awards under this NRA with an expected funding of $10M in the next
fiscal year. The NRA allows single fiscal-year or multi fiscal- year
funding of projects. The majority of the projects pro posed shall be
completed within one calendar year of award. Studies of less than a
year duration are acceptable. It is expected that funding for proposals
submitted after the initial deadline will be very limited. The NRA
Announcement is expected to be available in March 1995. All responsible
sources may submit a proposal which shall be considered by the Agency.
