EXT 3229. A sole source procurement is contemplated with Contraves, 610
Epsilon Drive, Pittsburgh, Pa 15238-2880 (See numbered Note 22).
Contraves and their subcontractor, Honeywell, are the only known
qualified source to perform this effort. A new requirement for the
Wideband Infrared Scene Projector program requires the complete
packaging of additional thin film resistor arrays. The 512 x 512
resistor arrays must first be cut from existing wafers.
Contraves/Honeywell exclusively demonstrated the capability to perform
this critical task. Next, the 512 x 512 resistor array must be mounted
to the array mounting carrier. Contraves/ Honeywell clearly
demonstrated a unique capability in this area. The custom vacuum
package will then be integrated with the array mounting carrier. The
purchase and the packaging will be accomplished within two months which
requires a high experience level in packaging resistor arrays. The
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. Contraves and Honeywell are uniquely
capable of performing these tasks through their direct experience with
the 512 x 512 resistor array packaging process. Their experience and
existing packaging stations will allow them to meet the extremely short
schedule. If a firm feels it has applicable design tools, fabrication,
and successful packaging experience from uncut wafer to completely
packaged 512 x 512 resistor array, and interest, it may submit
particulars, within 15 days of publication to Wright Laboratory
(WL/MNK), Attn: Stacey Hughes, 101 West Eglin Boulevard, Eglin AFB, FL
32542-6810. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. Potential offerors should
establish channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
