Program Manager, AC315-330-2762. The objective of this effort is to
integrate real-time specification and prototyping techniques and
improved parallel processing capabilities into the Rome Laboratory
PROTO software tool. This effort will build upon PROTO's existing
parallel processing capabilities by enhancing its architecture modeling
facilities, providing support for data parallelism and devising a
visual representation scheme for parallel activities. The PROTO tool
will also be extended to support the prototyping of real-time
applications by implementing techniques such as the time-based
scheduling of processes. The successful contractor must have expertise
in the following areas: C3I systems; structured analysis and object
oriented requirements and design techniques; real-time methods and
tools; parallel processing software and hardware technology;
prototyping methods. The performance period is 36 months. A read
library containing technical information relating to this acquisition
is available for review by potential offerors at Rome Laboratory/C3M,
525 Brooks Rd, Griffiss AFB, NY 13441-4505. Appointments for access may
be made by contacting Carla Burns, 315-330-2762. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contracting
Specialist, Robert E. Klees, 315-330-7682. The purpose of the Ombudsman
is not to diminish the authority of the contracting officer or program
manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. The
Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and
Management Division, at 315-330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. No telephone requests for the
solicitation will be honored. All requests must be addressed to the
attention of the Contract Specialist, Robert E. Klees, reference the
code C-5-2635-Z, and contain the respondent's Commercial and Government
