The Government intends to issue a Draft Request for Proposals (DRFP) to industry for comment on its requirement for operational threat support for the U.S. Operational Threat Support Activity, Fort Bliss, Texas. The anticipated period of performance for the OTSA Threat Support Contract (OTSC) is 1 January 1996 through 30 September 1996 (inclusive of contract transition period) with provision of four one-year options. The contractor will be required to provide total management, engineering, technical support, training, and system operation support to existing and future ground and air systems, test equipment, calibration, support equipment, and facilities under a Government Owned Contractor Operated (GOCO) contract. The primary facility and program management will be at Fort Bliss, Texas, with program support to test sites throughout the United States and foreign countries. Approximate issue date of the DRFP is 20 March 1995. Interested parties must request the DRFP in writing. A Presolicitation Conference will be conducted at Fort Bliss, Texas, approximately three weeks after release of the DRFP. In preparation for the conference, interested parties are requested to provide written comments and questions within 10 working days after release of the DRFP. Final industry comments on the DRFP must be received in writing not later than 30 days after release of the DRFP. Issuance of the final RFP will not be resynopsized. The RFP will be issued to all parties that request the DRFP, unless they affirmatively request to be deleted from the bidder's list. The RFP is anticipated to be released approximately 40 working days after release of the DRFP. (046)
