The Government intends to issue a Draft Request for Proposals (DRFP) to industry for comment on its requirement for operational test support for the U.S. Army Test and Evaluation Command (TEXCOM), Fort Hood, Texas. The anticipated period of performance for the Test Support Contract (TSC) is 1 January 1996 through 30 September 1996 (inclusive of contract transition period) with provision for four one-year options. The following nonpersonal services have been historically provided: contract management and administrative support, operation, maintenance, and NDI enhancement of GFE test instrumentation systems; test operations, planning, and field test support; test operations logistics support; maintenance and dispatch of vehicles and generators; and incidental supply support. The contractor will be provided Government-furnished facilities (GFE) at West Fort Hood, Texas. Approximate issue date of the DRFP is 27 March 1995. Interested parties must request the DRFP in writing. A Presolicitation Conference will be conducted at Fort Hood, Texas, approximately three weeks after release of the DRFP. In preparation for the conference, interested parties are requested to provide written comments and questions within 10 working days after release of the DRFP. Final industry comments on the DRFP must be received in writing not later than 30 days after release of the DRFP. Issuance of the final RFP will not be resynopsized. The RFP will be issued to all parties that request the DRFP, unless they affirmatively request to be deleted from the bidder's list. The RFP is anticipated to be released approximately 40 working days after release of the DRFP. (046)
