ENGINEERING SERVICES FOR THE CHICAGO DISTRICT CORPS OF ENGINEERS.

Architect-Engineer Services are required for an Indefinite delivery
type contract to provide Environmental Engineering Services in the
geographic location of the State of Illinois and Northwest Indiana.
Work to be performed under this contract will primarily be generated
from the Defense Environmental Restoration Program for Formerly Used
Defense Sites (DERP-FUDS). Contract will consist of individually
negotiated work orders not to exceed $150,000 each, with a cumulative
total not to exceed $750,000 during a one-year period, with an option
to renew the contract for one additional year. Minimum guaranteed
amount of the initial one year period of the contract will be $15,000,
and $7,500 for the optional one year period. This procurement is open
to all businesses, regardless of size (UNRESTRICTED). If a large
business is selected for this contract, it must comply with FAR
52.219-9, regarding the requirement for a subcontracting plan on that
part of the work it intends to subcontract. The subcontracting goals
for this contract are that a minimum of 60% of the contractor's
intended subcontract amount be placed with small businesses (SB),
including small disadvantaged businesses (SDB), and 10% be placed with
SDB. The plan is not required with this submittal. Expected award of
this contract is August 1995. See Note 24 for general selection
process. Firms must demonstrate in their submission the ability to meet
the following requirements listed in descending order of importance: 1)
Documented recent experience in Leaking Underground Storage Tank (LUST)
investigations in Illinois, including soil boring, soil sampling,
monitoring well installation, ground water sampling, an use of
hydropunch (or equivalent) or cone penetrometer. Preference given for
in-house experience; 2) Ability to provide chemical analysis of soil,
water, sediment, and tank fluid samples for volatiles, semivolatiles,
bulk metals, TCLP metals and hazardous wastes in accordance with USEPA
SW-846 methods. Laboratory must presently be validated for HTW
analysis, or be capable of becoming validated by the U.S. Army Corps of
Engineers, Missouri River Division prior to beginning the work; 3)
Experince in CERCLA hazardous and toxic waste (HTW) investigations with
preference given to firms having conducted environmental investigations
under Corps of Engineers contracts. Preference for in-house experience;
4) Manpower and equipment resources for the collection of samples
including oil boring equipment/drill rigs, groundwater and surface
water collection equipment, non-destructive sub-surface investigation
equipment, (metal detectors, GPR, terrain conductivity), OSHA certified
field personnel (29 CFR 1910.120). Preference given for in-house
resouces; 5) Engineers and environmental professionals licensed in the
State of Illinois; 6) Ability to provide sediment sampling and
analytical services for rivers, lakes, and harbors in Illinois and
Northwest Indiana and in Lake Michigan at depths of 50 feet or less; 7)
Capability to perform two concurrent work orders; 8) Past performance
on contracts with respect to cost control, quality of work, and
compliance with performance schedules; 9) Secondary Factors will
consist of: (a) Volume of DoD contract awards in the last 12 months as
described in Note 24, and (b) Extent of participation of SB, SDB,
historically black colleges and universities, and minority institution
in the proposed contract team, measured as a percentage of the
estimated effort. Firms which meet the requirements described in this
announcement are invited to submit in duplicate, completed Standard
Forms 254 and 255 (November 1992 Edition only), to the address below
not later than close of business 30 calendar days from the date of this
announcement. If the 30th day is a Saturday, Sunday or Federal Holiday,
the deadline is the close of business of the next business day. A
separate SF 254 is required for each subcontractor. A/E firms shall
indicate their business size in Block 3 of the SF 255. Include ACASS
number in Block 3b. Call the ACASS Center at 503-326-3459 to obtain a
number. In Block 10 of the SF 255, describes the firm's overall design
quality management plan, including management approach, coordination
of disciplines and subcontractors, and quality control procedures.
Information on number of personnel and past job experience provided in
SF 255 shall reference the firm or local office providing the service
and all designated subcontractors. If more than one subcontractor is
identified for a work item or discipline, indicate the percentage of
work anticipated for each subcontractor. CEMR HTW validation status and
supplemental information regarding specialized experience and equipment
to be utilized on the project should be included in Block 10 of SF 255.
Responding firms shall indicate the number and dollar amount of
Department of Defense contracts awarded in the 12 months prior to this
notice. Supplemental information regarding specialized experience
should be included on SF 255 or in letter of transmittal. No other
general notificaton to firms under consideration for this contract will
be made, and no further action is required. The SIC Code for this
procurement is 8711. Firms desiring consideration shall submit
appropriate data as described in Note 24. No additional project
information will be given to A/E firms. Phone calls are discouraged
unless absolutely necessary. SF's 254 and 255 are to be submitted to:
