C -- ARCHITECT ENGINEER SERVICES ARE REQUIRED FOR AN INDEFINITE DELIVERY-TYPE (MULTI-DISCIPLINE) CONTRACT FOR LETTERKENNY ARMY DEPOT CHAMBERSBURG PA SOL DACA31-95-R-0045 POC Susan Sonenthal (410) 962-7646 Work may consist of preparation of reports, studies, design criteria, design and other general architect-engineer services alterations, maintenance, repair, and new construction projects. Consisting of development of plans and specifications for individual projects including renovation, repair, or construction of buildings or building systems; replacement of utility plants and systems such as air conditioning, heating, mechanical ventilation, compressed air, interior and exterior electrical supply and distribution; site work including roads, railroads, pavements, drainage structures, and other land improvements. Firm shall have the capability to survey and inspect structures, utilities, pavements, bridges, dams and impoundment structures and develop reports detailing recommended maintenance or repairs; and perform detailed land surveys as required in support of assigned work. The firm shall also have the capability to provide other multi-discipline engineering services, including civil, structural (including seismic requirements), mechanical, electrical, plumbing, sanitary, and geotechnical engineering; fire protection, landscape architect, topographic surveying, cost estimating, asbestos and lead paint survey, testing, and abatement design. The firm shall have a minimum of one Certified Industrial Hygienist. The firm shall have and document evidence of experience in stormwater management, sedimentation and erosion control, and National Pollutant Discharge Elimination System (NPDES) permitting (including obtaining all necessary state permits, etc.) The staff must be capable of responding to multiple work orders concurrently. The products are not required to be performed using a specific CADD system. However, the AE will be required to provide any digitizing and/or translation services necessary to delivery the final design products in AutoCADD Release 12 on 3-1/2 inch high density diskettes formatted for 1.44 MB. Contract will be for a 12-month period and will contain an option to extend for 12 additional months. Cumulative total of each contract award shall not exceed $750,000.00 per year. Individual delivery orders for each contract shall not exceed $150,000.00. Subcontracting Plan Requirements: If the selected firm is a large business concern, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, PL 95-507, PL 99-661 and PL 100-656. A minimum of 25% of the total planned subcontract dollars shall be place with small business concerns. At least 5% of total planned subcontracting dollars shall be placed with small disadvantaged businesses, Historically Black Colleges and Universities or Minority Institutions. At least 5% of total planned subcontracting dollars shall be placed with women-owned businesses. SF 255 must be submitted for prime and joint ventures. SF 254 must be submitted for prime, joint ventures, and consultants. The 255 and 254 shall clearly indicate the staffing of the office(s) shown to do the work. If a firm as more than one office, Paragraph 7c of the 255 shall show the office location of each staff member.
