Onyx Asset Management, A Joint Venture, as independent contractor for the Resolution Trust Corporation is seeking qualified firms to perform Project Design and Monitoring Services, Asbestos Abatement and Demolition Services for a property known as Shelter Creek Apartments located at 607-735 N. Franklin, Dallas, Texas. The subject property is a 225 unit two-story apartment complex containing 175,308 square feet, constructed in 1962. The Minimum overall qualification will include, but not be limited to, the ability to comply with RTC ethical standards 12 CFR 1606. Bids for project design services shall be submitted based on a lump sum price. Project monitoring services shall be bid on an hourly rate based on an 8-hour work period. Asbestos abatement shall be bid on a lump sum per task. Bids for demolition services shall be submitted based on a lump sum price for building demolition, a lump sum price for swimming pool removal and a separate additive lump sum cost for building foundation and subgrade utility removal. MINIMUM QUALIFICATIONS for Project Design and Monitoring Services include, but are not limited to, proof of licensing as a professional asbestos consulting agency as well as documentation identifying the individuals performing the work also have the necessary licenses, certifications and registrations. Contractor shall disclose any recorded citations or violations of any Federal, state or local law. Contractor shall provide evidence of insurance coverage for General and Professional Liability and any other coverage deemed necessary, such as, but not limited to, Pollution Liability, if applicable, naming ONYX Asset Management, A Joint Venture, as Additional Insured. Contractor's personnel shall be accredited as Project Designers under the EPA/AHERA Model Accreditation Program (MAP) and licensed by the State of Texas as "Project Managers." Contractor will provide a Certified Industrial Hygienist, ("CIH") or Architect, Licensed as a Project Designer and accredited under AHERA to design the asbestos abatement project. The Project Monitor shall be accredited under AHERA as an Asbestos Abatement Supervisor, have completed an annual refresher course within the last year and be licensed as a "Project Monitor" where applicable. The CIH shall be currently certified in the comprehensive practice of industrial hygiene of the American Board of Industrial Hygiene, shall be accredited under AHERA as an Asbestos Abatement Supervisor and shall have completed a refresher course within the past year. MINIMUM QUALIFICATIONS for Asbestos Abatement Services include, but are not limited to, providing record of current licensing as an Asbestos Abatement Contractor in the State of Texas, provide a signed and notarized statement that there are no recorded violations of any Federal, state or local law in the past and have the ability to work with the City of Dallas and Texas Department of Health. MINIMUM QUALIFICATIONS for Demolition Services include, but are not limited to, documentation identifying the individuals performing work have the necessary licenses, certifications and registrations, must disclose any recorded citations or violations of any Federal, state or local law and evidence of insurance (as above) designating ONYX Asset Management as Additional Insured.
