DITCO-PAC intends to negotiate, on a non-competitive basis, with GTE
Hawaiian Telephone Company Incorporated (GTE HTC) for switched voice,
data services, network management, operation, and maintenance of
Government-owned customer premise equipment. These services will
provide official telephone service to all military and select civilian
Government installations on the Island of Oahu, Hawaii. Five
Government-leased multifunction switches located at different military
base locations throughout Oahu, and a combination of Government-owned
outside plant cable and commercially leased cable provide the backbone
network for services. The network serves approximately 39,000
subscribers. The existing contract expires 31 January 1996. Period of
performance is 01 February 1996 through 31 January 1997, plus four (4)
six-month options. GTE HTC is the only known company which can provide
these services upon the expiration of the existing contract without
duplication of effort and costly delays to the Government. All
responsible sources may respond by submitting a written narrative
statement of capability, including technical information in sufficient
detail to permit the agency an opportunity to determine whether the
firm is capable of meeting the requirement within the established time
