VARIOUS U.S. NAVY SITES IN CALIFORNIA, ARIZONA, NEVADA AND NEW MEXICO
OHM is on contract under Contract No. N68711-93-D-1459 to provide
environmental clean-up to the U.S. Navy, Naval Facilities Engineering
Command, San Diego, CA, at several agency locations. OHM in order to
provide these services, will require support from subcontractors for
services that include the drilling and installation of monitoring
wells, soil sampling and analysis, fencing, surveying, treatability
studies, limited earth moving and backhoe work off site, soil and water
laboratory analysis, mobile laboratory analysis data validation, lease
of heavy equipment, underground storage tank removal, field supply,
well monitoring equipment and services, transportation and disposal of
hazardous materials. The subcontractor services must be obtainable on
a fast reaction basis. Additionally, a maximum degree of competition
in obtaining these services is desired. OHM encourages participation of
small business concerns, small disadvantaged business concerns, small
woman-owned businesses, and labor surplus area companies. OHM desires
to enter into indefinite quantity subcontracts with any firms who are
qualified to do the work outlined above and who express an interest in
being a subcontractor in support of the U.S. Navy environmental
remedial activities. Interested firms should submit their name and
address, along with a Summary of Qualifications, to Jerry Wilson, 3751
W. Las Positas Blvd., Pleasanton, CA 94588, indicating which activity
they are interested in (one summary for each activity), specify the
state or geographic area of interest for work, specify financial
capability, indicate status as to small business, small disadvantaged
business, small woman owned business and labor surplus area. Applicants
must not combine Summaries of Qualifications. Interested firms should
respond within 15 days of the date of this synopsis. Request for
proposal (RFP) will be furnished in April, 1995, to each firm
expressing interest. The RFP will seek to outline and reach agreement
on the subcontract structure, terms, conditions and
representations/certifications. The RFP will further seek to determine
if interested firms are medically waste sites if necessary and to
determine the firm's background and experience in accomplishing past
environment remedial activities. The purpose of establishing multiple
awards with several in the functional disciplines described above is to
have many sources available on a quick reaction basis to support the
U.S. Navy environmental remedial activities. With the RFP, OHM will
provide a scope of work, a request for price development, a delivery
schedule, and other appropriate terms that may apply. Once agreement is
reached on the scope of work, unit prices, the delivery and all other
appropriate terms, a contract will be written incorporating such
agreements and incorporating by reference the basic agreement. This
process will allow for a ``fast track'' contract support in reply to
