312/886-6920. A/E construction management services are required for the
renovation and adaptive reuse of the Potter Stewart U.S. Courthouse in
Cincinnati, Ohio. The courthouse was constructed in 1939 and contains
499,841 gross square feet and is eligible for inclusion on the
National Register of Historic Places. The building currently houses
nearly 600 employees primarily from the U.S. Circuit, District and
Bankruptcy Courts of the Southern District of Ohio (Sixth Circuit). The
project will require maintaining the operation of all existing systems
in the occupied portion of the building during construction. The
estimated total construction cost for the project is estimated to range
between $18,000,000 and $23,000,000. The modernization of the Potter
Stewart will consist of the generalrehabilitation/renovation of
approximately 30% of the building's gross square footage. The remaining
portion of the building will be occupied. This includes the
construction of two new district courtrooms and adjunct facilities in
the vacated postal work area on the first floor. All new work will
coordinate with existing construction and utilities to remain in the
building. The project will include but not be limited to: the
replacement of the heating and cooling plant and distribution systems;
replacement of the secondary power distribution system; renovation of
toilet rooms; exterior restoration; restoration of the large public
lobby and corridors. Improvements shall include compliance with the
current accessibility and firesafety standards. All improvements shall
be designed into the historic fabric of the building and design
solutions shall be compatible with the significant existing design
elements in the building. Services may include but are not limited to:
design review, constructability review, observation of the
construction, including progress scheduling, administration of
payments, cost estimates for change orders, administration of testing
services to insure the completeness, accuracy, and overall quality of
the design and construction of the project. The construction phase A/E
may also be required to provide performance of some reimbursable
services for miscellaneous items which may require the use of special
consultants. Joint venture or firm/consultant arrangements will be
considered and evaluated in a demonstrated interdependency of the
members to provde a quality construction management team effort. Firms
or joint ventures having the capacity to perform the services
described in this announcement are invited to respond by submitting a
completed, current and signed Standard Form 254 and 255
(Architect/Engineer and Related Services Questionnaire and Specific
Projects, respectively), and a complete 254 for each of the proposed
consultants. Selection criteria will be based upon: (1) PROJECT TEAM -
35%, Key personnel, qualifications, and relevant experience as
individuals and as a team; (2) PAST EXPERIENCE - 25%, Past performance
on similar projects; (3) MANAGEMENT APPROACH - 20%, Project management
plan, past coordination, scheduling, cost control methods; (4)
CONSTRUCTION MANAGEMENT ABILITY - 20%, Evidence of team's ability with
respect to innovative and appropriate methods and solutions for
managing construction, business philosophy, quality control. Responses
must be received at the above address by 4:00 P.M. (CST) on March 21,
1995. This solution is open to both large and small business concerns
in accordance with the Small Business Competitiveness Demonstration
Program. Although this procurement is open to large businesses, small
and minority owned firms are strongly encouraged to participate. In
accordance with Public Law 95-507, the Construction Management Firm
will be required to provide the maximum practicable opportunities for
small business concerns and small business concerns owned and
controlled by socially and economically disadvantaged individuals to
participate as subcontractors in the performance of this contract. An
acceptable subcontracting plan must be agreed to before contract award.
(Small businesses are not subject to this requirement.) Firms must also
provide a brief written narrative of outreach efforts made to utilize
small, small disadvantaged, and woman-owned businesses. The narrative
shall not exceed one typewritten page. The criterion for a small
business concern in this category is a concern with average annual
receipts for the preceding 3 years not exceeding $3.5 million. A
follow-up listing of firms to be interviewed will appear in this
publication. Award of this contract is contingent upon funding
approval. All submittals must clearly indicate our solicitation number
on the outside of the envelope. Late submittals will be handled in
accordance with the Federal Acquisition Regulation 52.215-10. This is
not a Request for Proposal nor will one be prepared. Responses must be
prepared from information contained in this synopsis. Funds are not
