317-3181. The Federal Bureau of Prisons seeks to negotiate a firm,
fixed price contract for Architect and Engineering services required
for the design and development of a new housing unit and expansion of
the Food Service area and Administration Building visiting room area,
located at the Federal Correctional Institution, Morgantown, West
Virginia. Services will include conducting a space study at the Federal
Correctional Institution. The design for expansion will be based on the
results of the space study. The Contractor will also be responsible for
the following services: design and development of construction
documents for the new housing unit and proposed expansion of the Food
Services area and the visiting room area of the Administration
Building; site survey; site analysis; drawings and specifications; and
construction management. The design and construction documents shall
be in compliance with the most recent local building codes, BOCA, UBC,
NFPA Life Safety Code and any other applicable codes. Estimated cost
of construction for the project is between $5,000,000 and $10,000,000.
A/E services are scheduled to begin in April 1995 and construction
documents and specifications completed by February 1996. Consideration
for selections will be based on the following general evaluation
criteria: 1) Proposed project team and organization (40%); 2)
Comparable experience and performance (30%); 3) Firm's capacity and
capability (20%); 4) Knowledge of locality (5%); 5) Proximity to
project (5%). Firms desiring consideration shall submit the appropriate
data, including the Standard Forms 254 and 255 within 30 calendar days
of the date of publication of this synopsis. Applicant responses to
the above listed criteria, via use of the SF 254 and 255, as well as
submittal of any supplemental data, will form the basis of the initial
evaluation of qualifications. The data must be conclusive and should
address the specific categories listed. Consideration will be limited
to firms having an existing active office located in the state of West
Virginia. The firm and major consultants must be licensed in the state
of West Virginia. This requirement is a 100% set-aside for small
